    Rio Tinto remains cautiously optimistic about the future of lithium, driven by increasing demand for batteries in electric vehicles, but CEO Jakob Stausholm has indicated that the company will not pursue major acquisitions in the sector. Instead, Rio Tinto plans to focus on improving lithium extraction technology, as reported by Reuters.

    While acknowledging the growth potential of lithium, Stausholm emphasized the volatile nature of the metal’s price. Despite this, Rio Tinto, known primarily as the world’s largest iron ore producer, is among the few major mining companies investing in lithium. In contrast, competitors like BHP have refrained from significant investments in the electric vehicle battery sector.

    The recent decline in demand for electric vehicles has led to a significant drop in lithium prices, with Benchmark Mineral Intelligence reporting an over 80% decrease in lithium prices over the past year. This downturn has forced many producers to halt production and cut jobs.

    Speaking at the annual Prospectors & Developers Association of Canada (PDAC) conference in Toronto, Stausholm reiterated Rio Tinto’s stance on the volatile nature of battery material prices.

    Rio Tinto’s current lithium projects include the Rincon project in Argentina, where the company plans to construct a lithium carbonate plant with an annual capacity of 3000 tons for battery production, expected to commence by the end of 2024. Additionally, Rio Tinto owns the Jadar lithium project in Serbia, although the project has faced challenges after Serbia revoked its license in 2022 due to environmental concerns.

    Stausholm also expressed optimism about decreasing inflation in Western countries, foreseeing potential cost stabilization for the company in the upcoming year.

    The United States, along with its partners, is actively engaged in 15 projects aimed at securing critical mineral supplies necessary for electric vehicles and the energy transition, as revealed by a senior US official on Thursday.

    The Minerals Security Partnership (MSP), established last year by 14 governments, is committed to ensuring sufficient access to minerals such as lithium and rare earths in order to meet zero-carbon objectives.

    “We are currently exploring 15 projects across five continents, encompassing various stages from extraction to processing,” stated Jose Fernandez, the US State Department’s Under Secretary for Economic Growth, Energy, and the Environment, during a briefing in London. “Our intention is to finalize some deals within the coming months.”

    While he refrained from divulging specific company details, Fernandez did mention that at least one of the projects is located in Britain.

    The MSP, co-hosted by Britain, will convene next week during the London Metal Exchange (LME) Week, a prominent industry gathering.

    Fernandez emphasized that the MSP’s goal is to facilitate collaborations among private companies and provide assistance with financing, including support from trade banks such as the US government’s Export-Import Bank (EXIM).

    The remaining MSP members consist of the European Union, Canada, Australia, France, Germany, Italy, Sweden, Finland, Norway, Japan, India, and South Korea.

    Regarding critical minerals mined or processed in Britain, Fernandez expressed confidence that the United States would reach an agreement enabling them to qualify for US clean vehicle tax incentives.

    On Monday, Fernandez expressed optimism about reaching a similar agreement with the European Union, and Washington had already signed a minerals agreement with Japan in March.

    “These discussions are intense, and they are ongoing. We fully expect them to culminate in an agreement,” Fernandez affirmed.

    The US Inflation Reduction Act offers a $7,500 tax credit for electric vehicles purchased in the US, provided a percentage of critical battery minerals are sourced either domestically or from a free trade partner.

    British start-up Cornish Lithium has successfully raised £5.1 million, or approximately $6.2 million, through an impressive crowdfunding campaign. This campaign stands out as one of the largest of its kind carried out in the UK this year. In fact, it holds the distinction of being the largest campaign by a B2B business on Crowdcube in 2023. Existing shareholders were given priority access to the financing round with Crowdcube, resulting in a remarkable investment of £1 million, or $1.2 million, in just 27 minutes.

    The crowdfunding initiative, launched in early September, aimed to provide both existing shareholders of Cornish Lithium and new retail shareholders the opportunity to invest alongside the £67 million, or $82 million, granted by the UK Infrastructure Bank, the Energy and Minerals Group, and TechMet. With this comprehensive investment package, as well as the funds raised through the crowdfunding campaign, Cornish Lithium will be able to advance its Trelavour project, which focuses on extracting lithium from hard rock in Cornwall, southwest England. The project’s objective is to produce approximately 8,000 tonnes per year of battery-grade lithium hydroxide.

    The Trelavour hard rock lithium project comprises an open pit mine of lithium-enriched granite and associated processing facilities that will yield a concentrate of lithium-bearing mica. The mica concentrate will then be used to produce lithium hydroxide at an industrial site near the mine. According to a scoping study supported by the UK’s Automotive Transformation Fund and the Advanced Propulsion Centre, the Trelavour mine is projected to produce 25 million tonnes per annum. With an estimated operational life of 20 years, the mine aims to generate an average of 7,800 tonnes of lithium hydroxide annually.

    Cornish Lithium had initially targeted commencing production by 2026, which would have strategically positioned the company to take advantage of the European Union’s ongoing efforts to rebuild its automotive supply chains around battery metals and promote the widespread adoption of electric vehicles. It is worth noting that another company, British Lithium, has also set its sights on Cornwall for its battery metals ambitions. In collaboration with France’s Imerys, British Lithium plans to establish a mine capable of producing enough lithium to power 500,000 electric vehicles annually by the end of the decade.

    Currently, the UK relies on lithium imports from leading global producers, namely Australia and Chile, as it does not possess any domestic lithium operations. Recognizing the need for a secure and sustainable domestic supply of lithium, Cornish Lithium and other companies are actively working towards filling this gap in the market. Furthermore, with the European Commission’s ambitious plans to construct large-scale battery plants that will support the production of cells for at least six million electric vehicles by 2025, British carmakers face mounting pressure. The UK government has made a commitment to cease the sale of new diesel and gasoline vehicles by 2035, further emphasizing the urgent need for sustainable alternatives such as electric vehicles.

In Bitterfeld-Wolfen, located 140km southwest of Berlin, a company listed in Amsterdam is racing against time to complete the construction of an expansive factory that will be the first in Europe to yield battery-grade lithium.

    Across Europe, a competition has ensued to both mine the silver-white soft metal and manufacture its refined form, lithium hydroxide, which serves as the key ingredient in batteries powering electric cars, robot vacuum cleaners, and mobile phones.

    Stefan Scherer, the CEO of AMG Lithium, remarks, “Everybody desires access to lithium. This is why they refer to it as white gold; it has sparked a gold rush. There is hardly a company in the raw materials industry that isn’t exploring lithium. It is simply too enticing.”

    The EU finds itself in a state of urgency, having belatedly realized its excessive reliance on China for several critical raw materials. Brussels has identified 16 such materials as priorities in a new industrial strategy aimed at safeguarding the bloc’s economy and achieving the ambitious goal of reducing net greenhouse gas emissions by at least 55% by 2030.

    This dependency also unsettles German and other European car manufacturers, as their domestic markets face threats from high-quality Chinese cars and China’s control over lithium processing.

    The concerns are so significant that Ursula von der Leyen, the President of the European Commission, has initiated an anti-subsidy investigation into Chinese imports, fearing that major manufacturers like Volkswagen and BMW will struggle to keep up with the supply of electric cars from China.

    However, it is worth noting that lithium, for the most part, does not originate from China. So how has China managed to secure such a dominant position? Has Europe been negligent?

    Lithium supplies are primarily controlled by five countries, with the majority of the mineral being mined in Australia and Chile. Yet, it is China that has taken the raw material and become the primary supplier of refined lithium.

    “They have now become the global hub, granting them economic leverage – or more bluntly, the means for economic coercion,” says an EU source.

    The roots of the EU’s dependence on China can be traced back to the 1980s, following the oil crisis when the Chinese leader at the time, Deng Xiaoping, astutely observed, “The Middle East has oil. We have rare earths.”

    Rare-earth materials were once abundant in the United States, Europe, and Japan. However, investors in those regions withdrew from mining, deeming it a costly and environmentally detrimental industry. This retreat handed China a significant share of the market, allowing it to acquire the world’s stockpile and eventually become the global hub it is today.

    The Russian invasion of Ukraine has brought the lopsided trade relationship into sharper focus.

    “Lithium and rare earths are already replacing gas and oil at the heart of our economy. By 2030, our demand for those rare earth metals will increase fivefold,” warned Von der Leyen in her 2022 state of the union address. “We must avoid falling into the same dependence as with oil and gas.”

    Consequently, the EU has embarked on a journey to accelerate the development of green technologies through the Critical Raw Materials Act, which was swiftly passed earlier this year. Peter Handley, the head of the raw materials unit in the commission, describes its passage as an accomplishment in record time. The act relaxes state aid rules to compete with the US’s Inflation Reduction Act, sets higher targets for extraction within Europe, and promotes product recycling, particularly for items like phones that contain lithium. If all goes according to plan, the act will become a regulation in the EU this month, setting a high level of ambition.

    Before embarking on a trip to Latin America to secure deals for raw material production, Von der Leyen stated that the EU is “97% dependent on China for lithium.”

    Back in Bitterfeld, Scherer surveys the colossal plant that will contribute to reducing this dependency.     A paper prepared for EU leaders has raised concerns about the potential dependency of the European Union on China for lithium-ion batteries and fuel cells by 2030, similar to its past dependence on Russia for energy prior to the conflict in Ukraine. This issue will be a focal point of discussions on Europe’s economic security during the EU leaders’ meeting in Granada, Spain, on October 5th.

    Given China’s increasing assertiveness and economic influence on the global stage, the leaders will evaluate the European Commission’s proposals to mitigate the risk of excessive reliance on China and explore diversification opportunities towards Africa and Latin America.

    The paper emphasizes that due to the intermittent nature of renewable energy sources such as solar or wind, Europe must develop energy storage solutions to achieve its goal of net-zero carbon dioxide emissions by 2050. As a result, the demand for lithium-ion batteries, fuel cells, and electrolyzers is expected to surge between 10 and 30 times in the coming years, according to the paper prepared by the Spanish presidency of the EU.

    While the EU holds a strong position in the intermediate and assembly stages of electrolyzer production, boasting over 50% of the global market share, it heavily relies on China for crucial components like fuel cells and lithium-ion batteries, particularly for electric vehicles.

    Without implementing robust measures, the paper warns that by 2030, the European energy ecosystem could face a different but equally concerning dependence on China, akin to the dependency on Russia before the invasion of Ukraine.

    Before the Russian invasion, the EU sourced over 40% of its total gas consumption, 27% of its oil imports, and 46% of its coal imports from Russia, according to the European Commission’s data. The abrupt cessation of energy purchases from Russia caused an energy price shock in the EU, leading to a surge in consumer inflation. This necessitated the European Central Bank to raise interest rates significantly, ultimately dampening economic growth.

    However, the vulnerability of the EU extends beyond lithium-ion batteries and fuel cells. The paper highlights the potential for a similar scenario in the digital-tech sector, as the demand for digital devices such as sensors, drones, data servers, storage equipment, and data transmission networks is projected to rise sharply in the coming decade.

    While the EU maintains a relatively strong position in certain aspects of the digital-tech sector, notable weaknesses exist in other areas, as stated in the document.

    By 2030, this foreign dependency could severely hinder the productivity gains urgently required by the European industry and service sector. Furthermore, it could impede the modernization of agricultural systems necessary to address the challenges posed by climate change, the paper concludes.

Von der Leyen specifically highlighted the predicament faced by European car manufacturers who are often undercut by competitors benefiting from these subsidies. Given the high stakes and the challenging outlook, particularly for German mass market automakers like Volkswagen, it seems inevitable that measures such as tariffs or restrictions on Chinese carmakers’ access to Europe will be imposed.

    Although European carmakers already have successful joint ventures in China and ownership restrictions for foreign carmakers have been lifted, it remains unclear how China could further open up its market to the EU. The concerns raised by the European Commission regarding Chinese electric vehicles are justified, as China’s growing success in the European car market may be attributed to predatory practices and significant investments from Beijing into its industrial champions. However, the response from the EU, represented by the Inflation Reduction Act (IRA) and the European Green Deal (EGD), may be perceived as delayed, considering China’s rapid dominance in the global electric vehicle supply chain over the past decade.

    China has already captured a fifth of Europe’s electric vehicle market, which raises concerns within Europe. Data from Adamas Intelligence reveals that in the first half of 2023, 19% of all gigawatt-hours delivered to electric vehicle buyers in Europe originated from China-made electric vehicles and battery packs. The absolute amount of battery power exported from China to Europe has grown by more than 51% this year, totaling 14 gigawatt-hours. Chinese automakers showcased their products at the recent Munich auto expo, impressing even the most fervent European car enthusiasts.

    The potential response from the European Commission, which may lead to higher electric vehicle prices and reduced variety, may not be well-received by European car buyers. Notably, the best-selling Chinese electric car, the BYD Song Plus DM-i plug-in hybrid, offers advanced features and an impressive range at an affordable price. With a range of 1,000 km, including 150 km in fully electric mode, it is available in China for just $27,000. The availability of such vehicles, along with their cutting-edge technology, presents a tempting proposition for European consumers.

    It is worth noting that the majority of Chinese electric vehicle exports to Europe this year consisted of non-Chinese brands, including vehicles manufactured by BMW and Dacia in China. However, the presence of a significant number of Teslas among these shipments further complicates the situation, as imposing tariffs on the American electric car pioneer may not be well-received by Washington.

    In terms of battery metals, China’s dominance in the EV supply chain has led to the export of significant quantities of lithium, graphite, nickel, manganese, and cobalt to Europe. These materials are essential for battery production. The EU-China electric vehicle dispute is likely to disrupt the flow of battery materials from China to Europe. China’s position in the supply chain gives it influence over battery metal prices, acting as a monopsony in certain raw material markets. This development brings miners closer to their long-held dream of commanding a premium for their products in Western markets with stricter environmental, social, and governance regulations.     Britain must rapidly reverse its culture of “non-existent” investment in exploration for key green energy metals on home soil or face a future of Chinese dominance in an area vital to future economic security, a mining company boss has warned.

    Galantas Gold Corporation, a Canadian company which holds exploration licences for some of the UK’s most promising geological deposits, is understood to have found a potential source of graphite, increasingly one of the world’s most sought-after materials for manufacturing electric vehicles, at a site it operates in Omagh, Northern Ireland.

    But the firm’s chief executive has fired a shot across the bows of ministers and British industry by warning that the UK and other European countries are under-investing and can no longer rely on the exploitation of resources in the developing world to deliver the critical raw materials needed for the transition to clean energy.

    The ability of the UK and allied countries to obtain their own longterm supplies of materials such as lithium or more obscure metals such as germanium, used in semiconductors, is at the core of a geo-political tussle with China in areas from electric vehicles to consumer electronics to wind power.

    Beijing is already expected to have a substantial lead in providing electric cars in the UK when a ban on new petrol and diesel cars comes into force in 2030, causing some within the Government to raise concerns about the use of those vehicles to harvest vast amounts of data about the movements of ordinary Britons.

    Galantas CEO, Mario Stifano, whose company is in the early stages of exploring metal deposits in a 217 square kilometre area of the Scottish Highlands, told  that Britain was at risk of failing to understand and successfully exploit its own resources because of a lack of interest in funding the groundwork needed to establish the exact location and quantity of what are believed to be sizable deposits of materials such as copper, vanadium, zinc and gold.

    In contrast to mining superpowers such as Australia and Canada, where large sums are spent to gain as full a picture as possible of unexploited deposits prior to mining, he said investors in the UK and other European countries tend to be interested only in mining projects which are close to going into production and otherwise tend to prioritise “buying shares in a Unilever or a Glaxo”.

    Mr Stifano said: “The amount of exploration that has occurred in Canada and the US looking for minerals is hundreds if not thousands of multiples more than what has been spent in the UK.

    “What is lacking is support for exploration companies in order to build knowledge about these kinds of deposits so they can get into production. We need zinc, copper, cobalt, lithium, graphite and so on. It’s all over Europe [and] a lot of it is in the United Kingdom and we think we know where a lot of that is.

    “Really what’s lacking is the ability to raise the funds to go and look for it. Funding for exploration in Europe is next to non-existent and yet it has some of the best geology in the world.”

    A number of companies in Cornwall have advanced projects aimed at extracting lithium from the region’s granite and clay beds with the aim of meeting demand from manufacturers including Tata Group’s new £4bn battery “giga factory” to be built in Somerset. But despite the release earlier this year of a study by the British Geological Survey pinpointing eight areas of the UK which have the right geology to yield 17 of the 18 metals identified by the Government as critical to economic stability, industry sources say there is a dearth of exploration activity.

    Mr Stifano pointed to the existence of tax-deductible exploration investment schemes in Canada as a potential way to kickstart projects in Britain, adding that public funding may be needed to spark wider interest in a sector where China, which recently announced export restrictions on germanium, is taking an increasingly muscular stance.

    He said: “In the early days, you may need something like [public funding] because the culture is lacking. In Canada, people talk about discoveries and opportunities and mining. You go to Europe or the UK and it’s not part of the natural culture – people would much rather invest in a Unilever or a Glaxo or any of the big companies.

    “China is slowly going to be putting more and more export restrictions on critical metals and it is going to put a lot of pressure on the Western world because we stopped looking for those same metals.”

    The mining executive highlighted the fact that it has taken Galantas two years to obtain permission to drill one-inch diametre core samples at its Omagh site – a permitting process that would generally take a month in Canada or Australia – as an example of the logistical and procedural difficulties facing the exploration industry in the UK. Environmental groups have previously raised concerns about the impact of drilling near water sources and aquifers.

    Mr Stifano said he recognised the need for any mining company to act sustainably and responsibly but added he believes it is “no longer fair” for Western countries to source their materials from “poor countries with no regulation” and they should instead focus strongly on building homegrown industries.

    He said: “What I am trying to push at is the minerals industry needs support in the early stages. If we are going to move to electric vehicles and clean energies we have to find these critical metals, or they are all going to come from China.”

    The Government said it was supporting Britain’s critical minerals industry following the unveiling last year of a national strategy to grow domestic capabilities and announcement this week of a £24m investment in Cornish Lithium. In a statement, the Department of Business and Trade said: “Government continues to work with industry and finance communities to support private sector investment in critical mineral projects along the value chain.”

    The funding package is expected to speed up progress towards British mining of battery-grade lithium compounds, which are key to production of batteries for electric vehicles and renewable energy storage.

    The investment is part of a push to boost financing for climate crisis-related infrastructure projects, and to create a hub for supplies of lithium to Europe from Cornwall.

    The initial investment is led by the UKIB alongside the Energy & Minerals Group (EMG), a US private investment firm focused on energy and minerals, and TechMet, which invests in clean energy and electric vehicle technologies and counts the US government’s development finance corporation among its backers.

    The UKIB and EMG will each put in £24m while TechMet, Cornish Lithium’s largest shareholder, is investing a further £5.6m, bringing its total investment in the business to £30m.

    Cornish Lithium aims to increase its 70-strong workforce to more than 300 people once it is in commercial production. It had warned in its annual accounts in June that there would be material uncertainty over its future if it did not raise bridge funding by July to buy it time before its next fundraising round. The company plans to raise a further £6.9m by selling shares to small shareholders through Crowdcube, with a focus on existing investors.

    Lithium is a vital ingredient in the current generation of batteries used in portable devices ranging from mobile phones to electric toothbrushes. But vastly more lithium will be needed for electric vehicles as combustion engines are phased out around the world.

    Cornish Lithium is one of several projects that seek to revive Cornwall’s 4,000-year-old mining heritage. Another company, British Lithium, has teamed with the French mining firm Imerys to start a mine in Cornwall and to extract enough lithium to power 500,000 electric cars a year by the end of the decade.

    Jeremy Wrathall, founder and chief executive of Cornish Lithium, said it was “essential to secure funding from institutional investors with the financial muscle to bring our projects into commercial production”.

    He said the funds would enable the company to advance its project at Trelavour, near St Austell, to “construction-ready status” and allow it to “complete the engineering design work required to build a demonstration-scale geothermal waters extraction facility”.

    John Flint, chief executive of the UKIB, said: “Globally the supply of lithium is far outpaced by demand, and yet in the UK it remains a nascent market.”

    He said the investment would “greatly accelerate domestic production of a mineral which is critical to the future of electric vehicle battery production and decarbonisation of the transport sector”.

    Andrew Griffith, economic secretary to the Treasury, who visited Cornish Lithium on Tuesday, said the investment would improve the domestic supply of lithium, helping “the UK’s transition towards net zero whilst also boosting local and regional economic growth”.

    Kemi Badenoch, business and trade secretary, said that, coupled with Tata Group’s recent pledge to build a £4bn electric car battery gigafactory in Somerset last month, the investment would ensure the UK automotive sector is “well set for the future”.
