    Central Asia occupies a pivotal position in the global uranium market, combining vast geological resources with a legacy of extraction that continues to shape policy, public trust and international interest. The region holds one of the world’s largest concentrations of economically recoverable uranium, with Kazakhstan alone accounting for roughly 12–15% of known global resources and producing about 40% of annual world output. Uzbekistan ranks among the top ten global producers and holds the second-largest uranium reserves in the post-Soviet space, while smaller but sensitive deposits remain in Kyrgyzstan and Tajikistan.

    This resource wealth is inseparable from history. Uranium mining under the Soviet nuclear program was carried out with minimal environmental safeguards or community consultation. Sites such as Taboshar in northern Tajikistan and Mailuu-Suu in southern Kyrgyzstan remain contaminated decades after closure, with exposed tailings posing long-term health and environmental risks. These legacies continue to influence public attitudes toward new uranium projects, making transparency, safety and governance as critical as geology itself.

    As nuclear power regains prominence in the global energy transition, uranium has shifted from a technical commodity to a strategic asset. This transformation has intensified great-power competition in Central Asia, where Russia, China and Western actors pursue distinct strategies across the uranium and nuclear value chain.

    Russia remains the most deeply embedded external player. Through Rosatom, it offers a vertically integrated model that spans mining partnerships, reactor construction, fuel supply and long-term operation. In Kazakhstan, Rosatom is leading the consortium for the country’s first nuclear power plant, while discussions on a second plant could further entrench Russian technical standards. In Uzbekistan, agreements to build small modular reactors would significantly increase domestic uranium demand and lock in long-term reliance on Russian technology and fuel services. While this turnkey approach offers speed and financing, it also creates structural dependence and exposes projects to sanctions and governance risks.

    China has taken a more upstream-focused approach, prioritizing access to uranium resources rather than immediate reactor exports. Chinese state-owned firms hold stakes in Kazakh uranium ventures and maintain long-term offtake agreements to supply China’s rapidly expanding nuclear fleet. Beijing has also revisited uranium potential in Tajikistan, reflecting a patient, resource-first strategy tied to broader infrastructure investments. For Central Asian governments, Chinese involvement offers diversification and capital, but raises concerns over transparency, environmental oversight and debt exposure.

    Western engagement follows a different path. Rather than dominating mining or reactor construction, the United States and its allies focus on diversifying global supply chains, supporting high environmental and governance standards, and strengthening downstream and regulatory capacity. Companies such as France’s Orano and Japan’s ITOCHU have partnered with Uzbekistan’s uranium sector, emphasizing international safety norms. Western and allied reactor vendors have also participated in tenders and discussions in Kazakhstan and Uzbekistan, while broader cooperation extends to nuclear safety regulation, workforce training and remediation of legacy sites.

    For Central Asian states, this competition offers leverage rather than inevitability. By sequencing projects, maintaining competitive procurement and separating mining decisions from reactor build-outs, governments can avoid exclusive dependence and negotiate better terms. The primary risk lies not in geopolitical rivalry but in weak governance. Fragmented regulation, limited institutional independence, opaque licensing and underfunded remediation frameworks threaten to recreate the long-term liabilities of the past.

    Globally, uranium demand is rising as more than 60 reactors are under construction and over 100 additional units are planned. In this context, Central Asia is not a marginal supplier but a systemically important pillar of the nuclear fuel cycle. Kazakhstan’s low-cost in-situ leaching operations place it at the bottom of the global cost curve, while Uzbekistan’s expansion plans could further consolidate the region’s role.

    The economic upside, however, depends on moving beyond mining alone. International experience shows that the greatest benefits come from integrating across the value chain, supported by strong regulation and openness to high-standard investors. Without this, new projects risk repeating Soviet-era mistakes: environmental damage, social opposition and fiscal burdens that persist long after production ends.

    Ultimately, uranium development in Central Asia is a governance challenge as much as a geological one. Independent regulators, transparent licensing, enforceable financial guarantees for closure and remediation, and regional cooperation on transboundary risks are essential. Aligning national frameworks with international safety and ESG standards would not only protect communities and ecosystems, but also expand access to long-term, high-quality investment. In a sector where reputational risk is high and capital is mobile, governance quality is not a constraint on growth, it is the condition for sustainable participation in the global nuclear economy.

    The Swedish Parliament (Riksdag) has narrowly voted to lift the national ban on uranium mining, reopening the door to domestic extraction of the nuclear fuel for the first time since 2018.

    The decision passed by just one vote, with support from the government coalition and the Sweden Democrats, while the opposition — including the Green Party and Social Democrats — strongly opposed the measure.

    Supporters of the move argue that uranium mining is essential for Sweden’s long-term energy stability as the country expands its nuclear power capacity. Critics, however, warn that the decision poses significant environmental and social risks, particularly for rural municipalities with uranium-rich deposits.

    “This is a step backwards for environmental protection and public safety,” said Amanda Lind, a Green Party representative, sharply criticising the government’s decision.

    Under the new legislation, mines with small uranium reserves will no longer be subject to strict permit requirements or municipal veto rights, which had previously allowed local authorities to block mining projects.
    This effectively simplifies the approval process and allows uranium to be treated as a secondary raw material in broader mining operations.

    The legal changes will take effect on January 1, with further reforms planned for mid-2026 that could fully abolish municipal veto powers and reclassify uranium extraction from a “nuclear instrument” to a “nuclear activity,” reducing procedural delays for industry.


    Local Concerns

    The decision has sparked strong reactions in uranium-rich regions such as Falköping, Östersund, and Vilhelmina, where local leaders and residents fear potential impacts on water quality, farmland, livestock, and rural landscapes.

    “We risk losing public trust if local communities feel overruled,” said one municipal council member quoted in Swedish media.


    Nuclear Expansion Context

    Sweden currently operates six nuclear reactors and plans to build additional ones in the next decade to meet rising electricity demand and reduce dependence on fossil fuels.

    The previous uranium mining ban, introduced in 2018 by the Social Democratic government, aimed to limit environmental risks and reduce nuclear proliferation concerns.

    However, following Russia’s invasion of Ukraine in 2022, Sweden halted uranium imports from Russia, which previously supplied state-owned utility Vattenfall AB. The government now sees domestic uranium extraction as a way to cut import costs and secure a stable fuel supply for its expanding nuclear fleet.

Kazakhstan plans to adopt Finland’s best practices and conduct a joint audit of its own regulatory framework to align national standards with global benchmarks, Satkaliyev added.

    London-listed uranium investment company Yellow Cake has announced plans to raise about $125 million (£92.5 million) through a non-pre-emptive placing of new ordinary shares. The funds will be used to acquire 1.33 million pounds of uranium from Kazatomprom, Kazakhstan’s state-owned uranium producer.

    The new shares will be placed at £5.64 each, equal to Yellow Cake’s closing mid-market price on September 22. The accelerated bookbuild is being managed by Canaccord Genuity as sole bookrunner, with Berenberg and Panmure Liberum as joint co-managers. Bacchus Capital, which founded Yellow Cake, is acting as financial adviser.

    Proceeds from the placing will finance the full exercise of the company’s 2025 purchase option under its long-term supply agreement with Kazatomprom at $75.08 per pound of uranium — representing a 7.1% discount to the current spot price of $80.80/lb. Delivery of the uranium is expected in 2026, with funds also allocated to cover working capital, corporate expenses, and placing costs.

    Yellow Cake said the implied pro forma net asset value (NAV) at the Kazatomprom purchase price stands at £1.21 billion, or £5.60 a share, rising to £1.3 billion, or £6.02 a share, based on the current spot price.

    CEO Andre Liebenberg emphasized the company’s confidence in uranium’s long-term market fundamentals: “Secured prior to our 2018 IPO, this agreement allows Yellow Cake to acquire up to $100 million of uranium annually through to 2027 at a fixed price, providing a key strategic advantage in today’s tightening market.”

    He added that global nuclear energy expansion, production constraints, and rising demand for secure uranium supply continue to strengthen the investment case.

    Yellow Cake currently holds 21.68 million pounds of uranium in storage in Canada and France. Once the new delivery is completed, the company’s holdings will rise further, reinforcing its position as a leading vehicle for direct exposure to physical uranium.

Still, challenges remain, particularly the metallurgical complexity of processing fine-grained shale deposits. Advances in modern geophysics and processing, however, have improved prospects compared to earlier attempts.

    Officials and industry analysts say the move positions Sweden to play a key role in European energy security. Currently reliant on imports, Sweden’s uranium development could reduce dependence on suppliers such as Kazakhstan, Canada, and Australia while bolstering EU efforts under the Critical Raw Materials Act to secure strategic resources.

    The economic benefits could include regional job creation, skills development, and the establishment of value-added processing industries. Yet public acceptance, strict environmental oversight, and a lengthy regulatory process mean commercial production is still several years away.

    The policy shift reflects a broader global nuclear renaissance, with more than 60 new reactors under construction worldwide.     Kazatomprom, the world’s largest uranium producer, has announced plans to significantly increase its exploration activities both in Kazakhstan and internationally, as the company seeks to capitalise on growing global demand for uranium. The state-controlled giant revealed that it will triple its exploration efforts in Kazakhstan while also pursuing new ventures abroad, following recent agreements with Jordan and Mongolia.

    Currently, Kazatomprom produces all of its uranium domestically, but last week the company signed a landmark agreement with Jordan to develop the country’s uranium assets. Meirzhan Yussupov, the company’s CEO, addressed the World Nuclear Symposium in London, highlighting the company’s reputation in mining and its growing interest in international expansion. “We are acknowledged for our ability to do mining, and that’s why … we are also looking at opportunities abroad,” Yussupov said.

    Kazatomprom has also made strides beyond Kazakhstan’s borders in recent years. Last year, the company signed a cooperation agreement with Mongolia’s state nuclear company, Mon-Atom, and Yussupov hinted that further international opportunities are being explored, although he did not provide specific details.

    “We are trying to diversify our operations on a global scale geographically,” Yussupov explained, reinforcing the company’s strategy of global expansion.

    The push for greater international expansion comes amid rising demand for uranium. The World Nuclear Association’s report, released on Friday, warned that global uranium demand for nuclear reactors is expected to more than double by 2040, necessitating the development of new mining operations. To meet this demand, Kazatomprom has launched an ambitious exploration programme in Kazakhstan, increasing its exploration capacity threefold.

    The company, which supplies about 20% of the world’s primary uranium, has already seen growth in its output. In the first half of 2025, Kazatomprom boosted production by 13% and confirmed its production guidance for 2025. However, it also noted that it plans to scale back its output expansion in 2026 due to market conditions.

    Uranium prices have been on the rise, more than doubling over the past five years to $76 per pound. However, prices are still well below the February 2024 peak of $106 per pound, which was the highest level seen since November 2007.

    With increased exploration efforts and an eye on global diversification, Kazatomprom appears poised to strengthen its position as a key player in the uranium market, aligning with the long-term outlook of rising nuclear energy demand worldwide.

    According to Zhakupov, the joint venture will be established between Kazatomprom, Kazakhstan’s national uranium company, and Jordan’s national uranium company. The agreement, signed during the visit of Jordan’s King Abdullah II, is a legally binding document that outlines the creation of the joint venture by the end of 2026.

    Scientific and Industrial Collaboration

    Under the agreement, both parties will conduct scientific research and pilot industrial work to assess the extractability and enrichability of uranium in Jordan. If the results are positive, the joint venture will be finalized by the end of 2026, with Kazatomprom holding a 70% stake and the Jordanian company owning the remaining 30%.

    Kazatomprom, the national operator for uranium exports and related products in Kazakhstan, operates under the management of the “Samruk-Kazyna” fund. The company is responsible for the export of uranium, rare metals, nuclear fuel for power plants, and specialized equipment.

    Previous Agreements and Future Prospects

    In February 2025, Kazatomprom and the Jordan Uranium Mining Company (JUMCO) signed a memorandum of cooperation to jointly study projects related to uranium exploration and mining in Jordan.     This agreement adds to diversification efforts that began in 2023, including a supply deal with Framatome to support Slovakia’s VVER-440 reactors. It also comes at a time when two units were recently dismantled at Bohunice, while plans are underway to deploy four small modular reactors (SMRs) in the same area.

    The announcement comes at a pivotal time. China’s push to build 150 nuclear reactors by 2035 — 27 of which are already under construction — is setting a new global pace in nuclear energy. Its domestic capacity, innovation leadership, and fourth-generation reactor tech, such as the recently launched Shidaowan-1 plant, are positioning Beijing to dominate nuclear exports just as it has with electric vehicles and batteries.

    This partnership could see Kazakhstan, which currently lacks any nuclear energy production, transform into a key node in China’s—and the world’s—nuclear future. With both countries leveraging uranium-rich geology and deepening geopolitical ties, this move further sidelines the West, especially the U.S., which remains heavily dependent on foreign uranium despite efforts to revive its own nuclear sector.
