Uzbekistan is positioning itself as a key player in the global critical minerals market, driven by increasing demand for essential resources. The country is rich in valuable minerals such as tungsten, molybdenum, rhenium, lithium, graphite, germanium, vanadium, and titanium. According to the U.S. Geological Survey (USGS), Uzbekistan ranks fifth in rhenium production and tenth in molybdenum as of 2024. Notably, a USGS assessment suggests that the development of three identified tungsten deposits could elevate Uzbekistan to the status of the world’s third-largest tungsten producer.
In a bid to harness its mineral wealth, Uzbekistan has outlined ambitious plans for industrial development, announcing 120 projects worth approximately USD 4.2 billion aimed at critical minerals and high-value manufacturing from 2026 to 2030. The strategic focus is shifting from merely exporting raw materials to advanced processing, refining, and the production of specialized alloys and competitive industrial products.
Uzbekistan is also forging international partnerships to bolster its mining sector. A strategic partnership with the European Union was established in 2024 to enhance sustainable supply chains and investment cooperation. Additionally, the United States has initiated a Joint Investment Framework for 2026, which aims to support collaboration in mineral exploration, extraction, processing, and infrastructure development. The European Bank for Reconstruction and Development (EBRD) is actively involved in supporting reforms to improve mining governance and attract responsible private investment.
For international investors, Uzbekistan presents numerous opportunities, particularly in geological exploration, mining development, and advanced refining technologies. Key areas of interest include tungsten, molybdenum, battery materials, and the recycling of valuable metals. The country’s new Law on Subsoil, effective from February 2025, signifies a crucial regulatory reform aimed at enhancing the investment environment.
Uzbekistan’s potential extends beyond its mineral resources; it aims to transform these assets into globally competitive industrial value chains. This creates a unique opportunity for international investors to establish early strategic positions, engage in joint ventures, and leverage advanced technologies. For Uzbekistan, attracting investment can accelerate industrial diversification, foster innovation, and facilitate integration into global markets. As the country seeks to become a significant partner in developing diversified, resilient, and sustainable global critical mineral supply chains, now is an opportune moment for exploring strategic investment partnerships in Uzbekistan.
