    Serbia’s Energy Minister, Dubravka Djedovic Handanovic, announced on Friday that it could take Rio Tinto up to two years to obtain the necessary permits to begin construction on its Jadar lithium project. This comes after Serbia reinstated Rio Tinto’s license last month, two years after the previous government halted the process following protests by environmental groups.

    Handanovic highlighted that the mining giant must secure approvals based on the project’s environmental impact studybefore moving forward. The Jadar project, located in western Serbia, is considered one of the largest lithium reserves in Europe, with 158 million tonnes, equating to 17% of the continent’s total lithium reserves.

    “If completed, the Jadar project could produce 58,000 tonnes of refined battery-grade lithium carbonate annually,” Handanovic said, noting that this would be sufficient to power one million electric vehicles and meet 90% of Europe’s current lithium demand. This would also position Rio Tinto among the top 10 global lithium producers.

    Despite the potential benefits, Serbian President Aleksandar Vučić has emphasized that no mining operations will commence until guarantees from the world’s top experts are secured. Vučić stated, “There will be no digging, no changes in the field, nor will there be. Until we get all the guarantees ourselves, nothing will happen in the next 12 to 18 months.”

    Last month, Serbia signed agreements with the European Union and Germany to provide EU members and key car manufacturers with exclusive access to Serbian lithium. These agreements followed a ruling by Serbia’s top court declaring the 2022 decision to revoke the Jadar project’s license unconstitutional.

    Despite these developments, thousands of Serbians have taken to the streets to protest the project, with another major demonstration planned for Saturday in Belgrade. Handanovic questioned the protesters’ motives, suggesting that their arguments are more focused on challenging the government rather than genuine environmental concerns. She added that the project would help Serbia tap into its mineral wealth, including copper, zinc, lead, gold, and lithium, and gain access to valuable technical expertise.

    Geologist Branislav Bozovic has voiced significant concerns about the potential environmental impact of lithium mining in Serbia, labeling the idea of “zero pollution” as unrealistic. Bozovic warns that the exploitation of lithium could severely contaminate land and water resources.

    “Natural water systems are incredibly interconnected, and contamination can quickly spread, affecting both downstream and upstream ecosystems,” he stated. Azra Berbic, an activist from the Atelier for Social Change Foundation, echoed these concerns, highlighting the shared fears of residents in Bosnia and Herzegovina. “People across the country, not just in eastern Bosnia and Herzegovina, are worried that lithium mining will destroy water, air, and soil, threatening our survival,” she said. Berbic emphasized the widespread mobilization of communities to protect their lands and resources from mining interests, adding, “There’s a strong, unified message: we will not allow our land and heritage to be touched.”

    Bozovic also referenced the failure of projects like the Belgrade metro, which threatened vital underground water sources, as a cautionary tale. He cited past incidents of rapid contamination, such as the pollution in Gracanica following mining activities, to underscore the serious risks posed by mining. Both experts stressed the need for vigilance and community action to prevent environmental degradation. “The idea of zero pollution is a myth. We must recognize and address the real dangers to our natural resources,” Bozovic concluded.

    Poland Ordered to Pay €68 Million in Fines Over Turow Coal Mine

    Poland will have to pay €68 million in EU fines for the continued operation of the Turow coal mine despite court orders to cease operations, according to a ruling by the EU’s lower court on Wednesday, May 29.

    In 2021, the European Commission mandated the closure of the controversial Turow open-cast coal mine, located in the German-Czech-Polish border region, due to concerns that it was endangering Czech groundwater levels. When the Polish government failed to comply, the EU executive began imposing fines of €500,000 per day, deducting the amount from EU funds designated for Poland.

    Although Warsaw and Prague settled the case in February 2022, Poland attempted to retroactively cancel the fines, which had accumulated to €68.5 million, by seeking annulment in the EU’s lower chamber court. However, the court emphasized in a press release that “the removal of the case from the register does not relieve Poland of the obligation to settle the amount payable.”

    Despite the Czechs withdrawing their lawsuit, the court found that fines accrued prior to this could not be annulled to maintain their deterrent effect. The judgement was welcomed in Prague, with Czech news agency CTK quoting Petra Pinter, a lawyer involved in the case, who stated the court “has shown that European law applies equally to all states, and Poland must meet its obligation to pay the sanctions.”

    Germany’s Anna Cavazzini, a Green EU lawmaker from the region, also supported the decision, highlighting Turow’s lack of an environmental impact assessment for continued coal mining, which is planned to run until 2024, as she told public broadcaster mdr.

    Poland may appeal the judgement, potentially escalating the matter to the EU’s highest court of justice. Online platform Money.pl reports that Warsaw has already taken that step.

    Collaborating with Chinese experts, research endeavors commenced in Nimçë, Kukës, and Muhur, Dibra. Despite encountering low exploitation prospects and challenging ore conditions, workers successfully reached their goal. Periodic reports detailing the research findings were submitted to the prime minister.

    “The results were reported to the Prime Minister by the expedition leaders… We aimed to establish the presence of such mineralization in Albania, which we achieved,” stated Gezim Shima, a geologist.

    “In Albania, we have Nimçen with industrial conditions but with very low reserves… we also have uranium in the phosphorite of Fushë Vardë and in the phosphorite of Guzmar,” revealed Qerim Ismeni, a metallurgist and environmentalist.

    Special devices were employed for the search, detecting radiation in the area, a clear indication of uranium presence, according to experts.

    “In all uranium-related facilities, discoveries are made by measuring radiation and through chemical analysis,” explained Qerim Ismeni.

    While the exploration met its objective of locating ore, the conditions were challenging, with few reserves. After an extensive research period, operations ceased. Today, the surviving mine workers can be counted on one hand, with irreparable health consequences.

    “The number of Nimçe workers still alive is almost… unfortunately, many have passed away at the age of 55,” lamented Qerim Ismeni.

However, lead legislators from the European Parliament express dissatisfaction with the ultimate provisions governing social and environmental considerations. The CRMA, adopted by the Council of the EU, aims to secure and sustainably diversify critical raw material supplies, aligning with Brussels’ vision of strategic autonomy.

    Critical raw materials, characterized by their economic significance and vulnerability to supply disruptions, are essential for various industrial sectors. The legislation, which includes measures to bolster circularity and recycling, underscores the EU’s ambition for reindustrialization and technological advancement, particularly in areas such as renewable energy and defense.

    While proponents of the CRMA highlight its potential to advance climate and environmental objectives, critics raise concerns about potential ecosystem damage and adverse impacts on local communities, both within the EU and in supplier nations. Despite attempts to incorporate safeguards for community involvement and indigenous rights, certain provisions, such as explicit recognition of free, prior, and informed consent (FPIC), remain contentious due to resistance from the council.

    The CRMA sets ambitious benchmarks for the EU’s consumption, including targets for local extraction, processing within the bloc, and utilization of recycled materials. However, the EU acknowledges its dependence on external sources for critical materials, with some, like heavy rare earth elements, heavily reliant on single countries such as China.

    Notably, the Act streamlines permitting processes for strategic projects, setting a deadline of 27 months for extraction proposals. This expedited timeline contrasts with shorter deadlines for recycling and processing initiatives.

    The CRMA also fosters strategic partnerships with select countries to mitigate reliance on specific suppliers. Already, agreements have been signed with several nations, including Chile, Ukraine, and Canada, while negotiations with others, such as Norway and Serbia, are underway.
