    Kazakhstan’s Prime Minister Olzhas Bektenov has announced a tenfold increase in state funding for geological exploration, with approximately $500 million to be invested over the next three years, as the country moves to unlock what officials describe as one of the world’s most significant untapped mineral resource bases.

    Speaking at the plenary session of the Geoscience and Exploration of Central Asia forum — GECA 2026 — in Astana, Bektenov framed geological exploration as a strategic foundation for Kazakhstan’s broader economic modernisation, linking the sector’s development to the country’s newly adopted Constitution and President Kassym-Jomart Tokayev’s reform agenda. The forum brought together representatives of international organisations, the diplomatic corps and both domestic and foreign mining companies.

    Kazakhstan currently holds approximately 10,000 registered deposits, with total reserves across key commodities estimated at over 2,300 tonnes of gold, 4.3 billion tonnes of oil, 3.8 trillion cubic metres of gas, 33.5 billion tonnes of coal and 26.7 billion tonnes of iron. A notable recent addition to the country’s resource inventory is the Kuyryktykolskoye rare earth deposit, discovered in 2025, which holds an estimated 800,000 tonnes of cerium, neodymium, yttrium and other rare earth elements.

    Bektenov highlighted a series of structural reforms already underway in the geology and subsoil use sector. A unified subsoil use portal has been launched to provide transparent access to licensing services, with a first-come, first-served allocation model drawn from international best practice that has helped attract approximately 280 billion tenge in private investment into geological exploration over the past three years. International reserves reporting standards have been adopted, and the country is transitioning to geophysical mapping at a scale of 1:50,000 to improve the quality of subsurface data available to investors.

    Among the longer-term infrastructure priorities announced is the creation of a geology cluster in Astana, bringing together an analytical laboratory, core storage facility and a geological information archive — a hub intended to concentrate technical and human resources and accelerate specialised research. Work is also ongoing to extend the country’s geological and geophysical survey coverage to 2.2 million square kilometres, with current coverage having reached approximately 2.04 million square kilometres.

    Discussions at the forum also focused on digital transformation and the integration of artificial intelligence into exploration and subsoil management, with contributions from Kazakhstan’s Minister of Industry and Construction Yersaiyn Nagassayev, Uzbekistan’s Deputy Minister of Mining Industry and Geology Rustam Yusupov and senior geological officials from Tajikistan.

    Kazakhstan is preparing to develop a national digital subsoil map using advanced geological and satellite technologies, the Ministry of Industry and Construction told LS.

    The project will be implemented in stages, with the first phase scheduled for 2026–2028, covering about 100,000 square kilometers of the country’s most promising ore-bearing regions, prioritizing rare and rare-earth minerals.

    According to the ministry, fieldwork for the mapping will involve four main stages:

    1. Satellite-based remote sensing, including spectral analysis of geological indices;

    2. Geophysical and geochemical studies;

    3. On-site exploration, such as drilling and underground works;

    4. Laboratory testing to confirm anomalies and refine deposit boundaries.

    This year, the ministry is developing 20 design and cost-estimate documents for geological studies at a scale of 1:50,000 to initiate the first phase. The total cost will be determined after documentation is finalized.

    Officials emphasized that this phase represents a pre-exploration stage, serving as groundwork before full-scale exploration and mining. “This process helps study the subsoil in detail, confirm forecasts, and identify potential mineral deposits. Ultimately, it provides well-prepared areas with reliable geological data, reducing risks for future investors,” the ministry noted.

    A second phase will expand the mapping area by another 350,000 square kilometers. The ministry added that creating a detailed digital map will be costlier than conventional cartography due to the higher observation density, drilling requirements, sample collection, and detailed satellite image analysis.

    Service providers will be selected through a public procurement process.

    Earlier in July 2025, state auditors criticized the ministry for delays in digitizing geological data and establishing a digital data bank. The report warned that the lack of modern geological archives creates risks of losing or damaging valuable geological information.

    At the conclusion of the meeting, both sides signed a final protocol that outlined the agreements reached and reaffirmed their commitment to furthering bilateral relations. They also agreed to hold the next session of the Commission in Bratislava, Slovakia.

    Additionally, during a separate meeting in March 2025, Uzbekistan and Slovakia reached an agreement to establish a Business Council aimed at strengthening trade and economic relations between the two nations. This initiative is expected to facilitate more effective business cooperation and open new opportunities for mutual investment.

    Zelensky confirmed that negotiations were ongoing but cautioned that the deal had been revised multiple times. “We are for cooperation with the United States,” he said, though Ukraine opposes clauses treating past aid as a “contribution” to the fund.

    Meanwhile, Trump has also pressured Russia, threatening secondary sanctions if Moscow obstructs a ceasefire. Finnish President Alexander Stubb, after meeting Trump, suggested April 20 as a deadline for peace talks.

These deposits are situated in Monforte-Tinoca, Assumar, Crato-Arronches, and Penedo Gordo.

    In Monforte, Iberian Resources Portugal has already secured a contract for prospecting and research, uncovering not only rare earths but also valuable minerals like gold, silver, lead, zinc, tungsten/wolfram, and tin. Similarly, in Assumar, the same company has submitted a request for prospecting and investigation, targeting similar minerals. Additionally, exploration contracts have been issued for sites in Crato and Arronches.

    Meanwhile, in Penedo Gordo, Acúrcio Henriques Parra has applied for prospecting and investigation rights. This area has confirmed deposits of rare earths, alongside other valuable minerals such as zirconium, hafnium, titanium, niobium, tantalum, yttrium, and scandium.

    These discoveries could significantly enhance Portugal’s role in the global supply chain of rare minerals, reducing Europe’s reliance on external markets and fostering technological advancement.

    While rare earth minerals are relatively abundant globally, they are often not found in concentrations that make extraction and refining economically viable. Outside of China, the largest reserves are located in Brazil, India, Australia, Russia, Vietnam, and the US.

    US Geological Survey data shows that Ukraine has no major known rare-earth reserves. However, the country’s geological agency has identified some deposits, primarily in areas under partial Russian control. Ukraine also has reserves of other critical minerals, including titanium, lithium, and graphite.

    The Ukrainian Embassy in Washington and a spokesperson for the White House National Security Council did not respond to requests for comment.

The U.S. Geological Survey classifies 50 minerals as critical to the nation’s economy and national security, including rare earth elements, nickel, and lithium.

    While Ukraine possesses significant deposits of uranium, lithium, and titanium, none rank among the world’s top fivein volume. The United States also has untapped reserves of these and other critical minerals.

    Currently, the U.S. has only one active rare earths mine and limited processing capacity, although several companies are working on domestic projects. Meanwhile, China remains the world’s largest producer of rare earths and other critical minerals.

Incoming ISA leader Leticia Carvalho, the first scientist and woman to head the body, has cautioned that more time is needed to establish robust protections for deep-sea ecosystems.
