    Evaluating the Impact of the Critical Raw Materials Act on European Mining Projects: Successes and Setbacks

    Since the implementation of the Critical Raw Materials Act (CRMA) in May 2024, the European Union has aimed to bolster its domestic mining capabilities by designating 60 Strategic Projects and promising expedited permitting processes. However, five years into this initiative, the reality of project development in Europe reveals a stark contrast to the ambitious policy goals. While a few projects have successfully transitioned from planning to production, many others remain mired in legal disputes, financial challenges, or have been abandoned altogether. This article examines the factors influencing the success or failure of various mining projects across Europe, highlighting that the issues at play extend far beyond permitting delays.

    Among the projects that have made significant progress, Eldorado Gold’s Skouries copper-gold project in Greece is nearing completion, with first concentrate expected by the third quarter of 2026. Similarly, Sibanye-Stillwater’s Keliber project in Finland has become Europe’s first fully integrated lithium operation, producing lithium hydroxide locally, which has garnered support from local communities and regulators. In the Czech Republic, the Cínovec lithium project, backed by state aid, is on track for commissioning around 2031, while Sweden’s Leading Edge Materials has secured a mining lease for its Norra Kärr rare earth project after overcoming a decade of legal hurdles.

    However, the article also sheds light on notable failures. Rio Tinto’s Jadar lithium project in Serbia faced mass protests and was ultimately placed on care and maintenance due to political pressures, illustrating how local opposition can derail even strategically designated projects. Similarly, Slovakia’s Trojárová antimony project was cancelled on environmental grounds, and Portugal’s Barroso lithium project is embroiled in legal challenges that threaten its future.

    The article emphasises that successful projects often share common characteristics: they tend to involve existing infrastructure, local processing, and strong financial backing from state or state-affiliated entities. Conversely, projects that have stalled or failed frequently encounter issues related to financing, market volatility, or community opposition rather than permitting alone. This insight underscores the need for a comprehensive approach to mining project development that considers geological risk, financing, and community engagement as integral components of the process.

    The long-running dispute over Greenland’s Kvanefjeld rare earth project has delivered a lesson that Western governments are only beginning to absorb: a strategically important deposit is worthless to a supply chain if investors cannot trust that the regulatory framework governing it will remain stable long enough to justify spending the capital required to develop it.

    Kvanefjeld’s rare earth potential has never been in question. What has undermined the project is a cycle of legal uncertainty that has made it progressively harder to finance — regardless of its geological merits. Greenland’s particular stance on uranium-linked deposits, governed by the territory’s 2021 uranium law, means that projects where uranium extraction exceeds the legal threshold face a distinct political and regulatory hurdle that is difficult to price or plan around.

    The analysis emerging from the case identifies what may be Western critical minerals strategy’s most overlooked dimension. Governments and multilateral agencies have focused heavily on three questions: where deposits are located, how much processing capacity can be built outside China, and how much strategic stockpile buffer allied nations should maintain. Kvanefjeld points to a fourth question that is becoming equally decisive: whether investors believe the regulatory path will hold.

    This matters because of how project finance actually works. Capital does not assess deposit size or metallurgy in isolation — it assesses whether the legal and regulatory position will remain intact by the time funds must be committed and spent. When that credibility weakens, financing terms deteriorate. Lenders demand higher risk premiums, offtake partners hesitate to commit and equity investors apply steeper valuation discounts. A project can simultaneously be declared a strategic national priority and become effectively unfinanceable if markets believe the rules could shift before construction begins. In project finance, a clear rejection is often easier to price than prolonged uncertainty.

    Greenland itself is not uniformly hostile to mining. Its 2025 to 2029 Mineral Resources Strategy, a raw materials partnership with the European Union signed in 2023, and ongoing advances at the Malmbjerg molybdenum, Amitsoq graphite and Tanbreez rare earth projects all demonstrate that development continues under specific conditions. The territory is selectively open, not closed — but the conditions under which that openness applies are not always legible to outside investors before they commit significant due diligence capital.

    The broader implication for Western critical minerals policy is structural. Public funding, industrial partnerships and diplomatic agreements — including the EU-Greenland framework — can only do so much if investors remain unconvinced that regulatory processes are stable, transparent and predictable through a project’s full lifecycle. Faster permitting addresses one dimension of the problem; it does not resolve the deeper question of whether approvals, once granted, are politically durable. Governments that wish to attract long-term capital into critical minerals projects need to define the rules clearly and early — including being explicit about which deposit types or co-products are politically unacceptable, tied to measurable thresholds rather than shifting political sentiment.

    Kvanefjeld is, in this sense, less a story about one project in one territory than a warning about a systemic vulnerability in how Western governments are approaching the execution of their critical minerals ambitions.

    US EXIM Signals Up to $240m Financing for QazMoly’s Drozhi­lovskoye Tungsten-Molybdenum Project in Kazakhstan

    QazMoly Limited, part of Kazakhstan-based mining and energy group AltynGroup controlled by the Asaubayev family, said it has received indicative interest from the Export-Import Bank of the United States (US EXIM) for financing of up to $240 million to advance the Drozhi­lovskoye tungsten-molybdenum deposit in the Denisov district of Kostanay region.

    According to the company, the Drozhi­lovskoye deposit contains significant resources of critical minerals including tungsten, beryllium and molybdenum, metals widely used in high-technology manufacturing and applications across engineering, aerospace and defence industries. The announcement positions the project within broader US and European efforts to diversify critical mineral supply chains away from China, which remains a dominant supplier of many strategic raw materials.

    Under the proposed structure, the financing would be conditional on 100% of Kazakhstan’s tungsten concentrate output from the project being supplied to the US market, reflecting Washington’s classification of tungsten as a strategic material. QazMoly said Fosbury Capital is expected to act as the exclusive buyer and financial partner for the project.

    The potential EXIM support remains subject to completion of QazMoly’s feasibility studies and the lender’s full legal, commercial and technical due diligence. QazMoly said the project benefits from competitive production costs, government support, and macro tailwinds from expected growth in global tungsten demand, which market estimates suggest could rise by an average of around 8% per year and push the sector toward a value of $10 billion by the mid-2030s.

    Aidar Asaubayev, chairman of QazMoly’s board, said the indicative backing could help move the Drozhi­lovskoye development forward, supporting job creation and strengthening critical mineral supply chains. The company expects the financing, if finalised, to cover a significant share of capital expenditure and could become one of the largest examples of US export credit participation in Kazakhstan’s mining industry.

    Earlier plans disclosed in the early 2020s by Qaz Mining Company envisaged development of the 5.86 km² Drozhi­lovskoye licence area over 2022–2034, with a reported resource base of 125.2 million tonnes of ore and a targeted mining and processing capacity of 11 million tonnes per year. However, public sources have not confirmed the start of full-scale operations.

    QazMoly’s 2024 financial reporting cited estimated tungsten trioxide mineral resources at Drozhi­lovskoye of 126,400 tonnes at a grade of 0.116%, with the licence valid until 2034. The company previously indicated plans to build a concentrator designed to process molybdenum-tungsten ores at a capacity of 200,000 tonnes per year by 2025.

    The company also disclosed it holds an exploration contract for the Smirnovskoye molybdenum project in Kostanay region. QazMoly reported a loss of £213,000 for the 2024 reporting period.
