    The long-running dispute over Greenland’s Kvanefjeld rare earth project has delivered a lesson that Western governments are only beginning to absorb: a strategically important deposit is worthless to a supply chain if investors cannot trust that the regulatory framework governing it will remain stable long enough to justify spending the capital required to develop it.

    Kvanefjeld’s rare earth potential has never been in question. What has undermined the project is a cycle of legal uncertainty that has made it progressively harder to finance — regardless of its geological merits. Greenland’s particular stance on uranium-linked deposits, governed by the territory’s 2021 uranium law, means that projects where uranium extraction exceeds the legal threshold face a distinct political and regulatory hurdle that is difficult to price or plan around.

    The analysis emerging from the case identifies what may be Western critical minerals strategy’s most overlooked dimension. Governments and multilateral agencies have focused heavily on three questions: where deposits are located, how much processing capacity can be built outside China, and how much strategic stockpile buffer allied nations should maintain. Kvanefjeld points to a fourth question that is becoming equally decisive: whether investors believe the regulatory path will hold.

    This matters because of how project finance actually works. Capital does not assess deposit size or metallurgy in isolation — it assesses whether the legal and regulatory position will remain intact by the time funds must be committed and spent. When that credibility weakens, financing terms deteriorate. Lenders demand higher risk premiums, offtake partners hesitate to commit and equity investors apply steeper valuation discounts. A project can simultaneously be declared a strategic national priority and become effectively unfinanceable if markets believe the rules could shift before construction begins. In project finance, a clear rejection is often easier to price than prolonged uncertainty.

    Greenland itself is not uniformly hostile to mining. Its 2025 to 2029 Mineral Resources Strategy, a raw materials partnership with the European Union signed in 2023, and ongoing advances at the Malmbjerg molybdenum, Amitsoq graphite and Tanbreez rare earth projects all demonstrate that development continues under specific conditions. The territory is selectively open, not closed — but the conditions under which that openness applies are not always legible to outside investors before they commit significant due diligence capital.

    The broader implication for Western critical minerals policy is structural. Public funding, industrial partnerships and diplomatic agreements — including the EU-Greenland framework — can only do so much if investors remain unconvinced that regulatory processes are stable, transparent and predictable through a project’s full lifecycle. Faster permitting addresses one dimension of the problem; it does not resolve the deeper question of whether approvals, once granted, are politically durable. Governments that wish to attract long-term capital into critical minerals projects need to define the rules clearly and early — including being explicit about which deposit types or co-products are politically unacceptable, tied to measurable thresholds rather than shifting political sentiment.

    Kvanefjeld is, in this sense, less a story about one project in one territory than a warning about a systemic vulnerability in how Western governments are approaching the execution of their critical minerals ambitions.

    Critical Metals has proposed to acquire Australian-listed European Lithium in an all-stock transaction valued at approximately $835 million, in a deal designed to consolidate full ownership of its Tanbreez rare earth project in Greenland while eliminating its largest shareholder from its register.

    Under a letter of intent announced on Monday, Critical Metals is offering 0.035 of a common share for each European Lithium share, based on closing prices and exchange rates on 22 April. Shares in Critical Metals rose 5% on the announcement, lifting its market capitalisation to $1.5 billion. The company described the combination as a logical transaction that creates minimal dilution for its own shareholders while increasing its public float.

    European Lithium currently owns approximately 34% of Critical Metals’ outstanding shares, which carried a market value of $540 million as of 22 April. Upon completion of the deal, Critical Metals intends to cancel those shares — removing a dominant holder from its register and, the company says, making it more attractive to future strategic investors and potential acquirers.

    The transaction would also transfer to Critical Metals the remaining 7.5% interest in Tanbreez previously held by European Lithium, bringing its ownership of the project to 100%. Critical Metals secured a 92.5% stake last October and received Greenland government approval for the indirect licence transfer shortly before the deal announcement.

    Located at Killavaat Alannguat in southern Greenland, Tanbreez is regarded as one of the largest undeveloped heavy rare earth assets outside China. A preliminary economic assessment estimated a project value of $3 billion based on a 4.7 billion tonne resource across two deposits. Offtake agreements have already been secured for three-quarters of future production, and the project has been lined up for $120 million in US Export-Import Bank financing. Critical Metals is targeting first ore production in the fourth quarter of 2028 or the first quarter of 2029.

    Energy Transition Minerals (ASX: ETM) said on Tuesday that Greenland does not intend to renew the exploration licence for its Kvanefjeld rare earths project.

    The draft decision represents another setback for one of the territory’s largest undeveloped critical minerals projects, which would include a mine, concentrator and refinery.

    The move stems from Greenland’s 2021 Uranium Act, which effectively prohibits uranium prospecting, exploration and extraction, and is currently the subject of ongoing legal proceedings over its application to Kvanefjeld.

    ETM said similar licences have been renewed since the Act was introduced, raising concerns about regulatory consistency.

    “This draft position appears inconsistent with the historical treatment of the project,” the company said in an emailed statement, noting that Greenland had previously extended the licence even after the uranium legislation came into force and while legal disputes were ongoing.

    ETM said the decision risks sending a broader signal to investors at a sensitive time for Greenland, which is at the centre of increasing geopolitical competition over critical minerals supply. Western governments, including the US and Europe, are seeking to reduce their dependence on China.

    Mining is widely seen as a way for Greenland to diversify its economy, so policy changes that appear to alter the rules may increase concerns about regulatory stability and the long-term commitment to the sector, ETM said.

    The draft outcome also follows Greenland’s efforts to engage with industry at January’s PDAC convention in Canada earlier this year, adding to questions over the direction of policy.

    Shares in ETM fell 7.4 per cent to A$0.050 in Sydney during the first trading session after a halt last week, giving the company a market value of about A$118.7 million. The broader S&P/ASX 200 rose 1.5 per cent. Since the start of the year, the stock has lost half its value.

    Spain support


    The share price decline came despite ETM also securing foreign direct investment approval from the Spanish government for its proposed acquisition of the Penouta tin-tantalum mine.

    The approval removes a key regulatory obstacle, confirms that the investment meets national security requirements, and endorses the company’s financial strength and suitability to operate strategic assets in Spain, marking progress towards completing the deal.

    Greenland holds vast reserves of rare earth elements and other critical minerals, but major infrastructure and logistical challenges mean large-scale production is likely at least a decade away.

    The Arctic island, an autonomous territory within the Kingdom of Denmark since 2009, covers a vast area but has a population of just about 56 000 people, making it the least densely populated country in the world. Around 80% of the island is covered by permanent ice, with most residents living along the southwestern coast.

    Greenland’s strategic importance extends beyond its resources. Located between North America, Europe and the Arctic Ocean, the island sits near the GIUK Gap — the Greenland-Iceland-United Kingdom maritime corridor — a key NATO chokepoint used to monitor naval movements between the Arctic and Atlantic. The United States also operates the Pituffik Space Base, formerly Thule Air Base, which supports missile warning systems and satellite surveillance.

    Beneath Greenland’s ice lies substantial mineral wealth. The U.S. Geological Survey estimates the island holds about 1.5 million tonnes of proven rare earth reserves, ranking it among the world’s top resource holders. Several deposits are considered globally significant.

    The Kvanefjeld deposit alone contains more than 11 million tonnes of rare earth resources, including around 370 000 tonnes of heavy rare earth elements. Another project, Tanbreez, may represent the world’s largest rare earth resource at approximately 28.2 million tonnes, with an unusually high proportion of heavy rare earths.

    These minerals — including dysprosium, neodymium, terbium and gadolinium — are critical for manufacturing permanent magnets used in electric vehicles, wind turbines, advanced electronics and defence technologies.

    Greenland also hosts 25 of the 34 critical minerals identified by the European Union and 43 of the 50 minerals classified as strategically important for U.S. national security. In addition to rare earths, the island has deposits of graphite, lithium, copper, zinc, gold and uranium, as well as an estimated 31 billion barrels of oil-equivalent hydrocarbon resources.

    Despite this geological potential, Greenland currently has no commercial rare earth production. The main obstacles include extreme Arctic conditions, widespread ice cover, limited infrastructure, absence of power grids and ports, and very high logistics costs.

    Projects have also faced regulatory and environmental challenges. The Kvanefjeld project, explored extensively since the late 2000s, was halted in 2021 after Greenland introduced a ban on uranium mining. Meanwhile, the Tanbreez project completed a preliminary economic assessment only in 2025 and remains years away from development.

    Even under favourable conditions, mining projects typically require seven to fifteen years from discovery to production. Greenland’s lack of existing infrastructure means development timelines could be even longer.

    Analysts note that while Greenland represents a significant long-term opportunity to diversify global supply chains for critical minerals, it cannot address immediate supply vulnerabilities. China currently dominates global processing capacity for many key materials, controlling roughly 95% of manganese processing, 65% of cobalt processing and about 35% of nickel processing.

    As a result, governments are increasingly focusing on accelerating domestic or allied mining projects that could reach production sooner, while simultaneously investing in long-term strategic opportunities such as Greenland.

    Experts say both approaches are necessary: developing Greenland’s resources will require sustained infrastructure investment and international cooperation, while near-term supply security will depend on faster development of projects in established mining jurisdictions.

    The Canadian-listed company said the newly awarded special exploration licence strengthens its position along Greenland’s east coast, giving it what it described as a dominant regional mineral holding adjacent to its existing exploitation licence for molybdenum and magnesium.

    The expansion comes amid growing global demand for molybdenum, a key material used in high-performance steel alloys essential for infrastructure, industrial manufacturing and energy transition technologies. Market forecasts cited by the company indicate global molybdenum demand could increase from approximately 398,000 tonnes in 2024 to around 500,000 tonnes annually by 2034.

    Greenland Resources has already secured downstream market access through a long-term offtake agreement signed last year with Finnish stainless steel producer Outokumpu, under which molybdenum oxide from the Malmbjerg project will be supplied to the European manufacturer.

    According to historical geological data published by the Geological Survey of Denmark and Greenland, rock sampling within the newly licensed area has identified multiple zones with highly anomalous molybdenum concentrations. The company believes these targets could potentially expand the resource base linked to the Malmbjerg development.

    An exploration programme is now being prepared for the concession area, including hyperspectral surveys aimed at refining mineral targeting and assessing resource potential.

    Investor sentiment reacted positively to the announcement, with Greenland Resources shares rising 2.94 percent by the close of trading in Toronto. The company currently holds a market capitalisation of approximately C$235 million.

    The standout intercept came from hole DDH-C-24 at the Fjord deposit, returning 65 metres grading 0.55% total rare earth oxides (TREO) from surface, including 25.5% heavy rare earth oxides (HREO) and 90 parts per million (ppm) gallium oxide (Ga₂O₃). Gallium is a key energy transition material used in semiconductors, solar panels, and LED technologies.

    “These incredible results underscore the strategic value of Tanbreez as a rare earth elements and gallium project with scale, grade, and a high proportion of critical heavy rare earths,” said CEO and executive chair Tony Sage. “With China’s total control over the rare earth market globally, securing sources of these critical minerals has become paramount for US defence capabilities and national security.”

    Additional assays included 61.3 metres grading 0.5% TREO, 26% HREO, and 100 ppm Ga₂O₃ in hole DDH-B-24; 41 metres at 0.52% TREO, 26.9% HREO, and 95 ppm Ga₂O₃ in DDH-A2-24; and 40 metres at 0.48% TREO, 27.1% HREO, and 100 ppm Ga₂O₃ in DDH-A1-24. Mineralisation remains open at depth, with over 1,500 metres drilled this year and further results pending.

    While grades are lower than some high-grade global rare earth projects, the bulk tonnage and high proportion of heavy rare earths position Tanbreez alongside large-scale deposits such as Kvanefjeld in Greenland and Norra Kärr in Sweden.

    According to a March preliminary economic assessment, Tanbreez has a pre-tax net present value of $2.8–$3.6 billion (at 12.5–15% discount rates) and an internal rate of return of 180%. Current resources stand at 25.4 million tonnes indicated at 0.37% TREO and 19.5 million tonnes inferred at 0.39% TREO.

    The news comes shortly after the US Department of Defense deepened its support for domestic rare earth production through a partnership with MP Materials, highlighting growing geopolitical urgency around supply chain diversification.

    Critical Metals shares fell 6.9% on Monday to $5.43, giving the company a market cap of $534.4 million.

    The Fjord deposit sits within a vast kakortokite host unit stretching 5 km by 2.5 km, hundreds of metres thick and estimated at 4.7 billion tonnes. The newly analyzed core, drilled in 2007 and 2013, extended below the current mineral resource estimate (MRE) and confirmed consistent mineralization at depth, with total rare earth oxide (TREO) grades ranging from 0.33% to 0.51%, and a weighted average of 0.43% TREOs, containing 28% HREEs.

    Earlier this year, Critical Metals released a technical report compliant with Regulation S-K 1300 and a preliminary economic assessment estimating a $3.04 billion NPV and a staggering 180% internal rate of return for the Tanbreez project.

    CEO Tony Sage called the new results “exceptional,” noting that they suggest potential to double the company’s current resource estimate from 225 million tonnes to an exploration target of 500 million tonnes. The deeper drill holes confirm that the high-grade mineralization continues well below sea level, enhancing the project’s long-term development prospects.

    The company plans to follow up with infill and extension drilling across the Fjord and Hill Zone deposits in 2025 and has applied for approval from Greenland’s MSLA to initiate the next phase of drilling. Field crews are already preparing the site.

    Critical Metals’ stock rose 5.8% on the news, bringing its market capitalization to $143 million.
