    Kyrgyzstan Unveils Critical Minerals Strategy at MINEX Eurasia Conference in London

    London, 1 December 2025 – The MINEX Eurasia conference in London hosted a keynote address by H.E. Meder Mashiev, Minister of Natural Resources, Ecology, and Technical Supervision of Kyrgyzstan, outlining the country’s strategic vision for its critical minerals sector.

    Kyrgyzstan’s Strategic Minerals Vision

    The Minister outlined Kyrgyzstan’s methodical approach to prioritising and developing its critical minerals sector, identifying 21 key minerals based on global demand, local deposits, and resource concentrations. Kyrgyzstan’s analysis resulted in the selection of 4 priority projects, 5 promising deposits, and 16 prospective areas for further study and development. These assets, spread across antimony, beryllium, rare earths, molybdenum, bismuth, zinc, silver, and others, offer significant commercial and strategic potential for investors and end-users in energy, electronics, and high-value manufacturing.

    Investment and Development Framework

    State companies, notably Kyrgyzgeology, are driving exploration and project development, supported by government incentives and openness to international partnership. Strategic sites are being actively promoted for joint ventures or direct investment. Major domestic and international firms manage several large sites, while more than 100 mining enterprises operate in the country—spanning gold, copper, and polymetallic ores.

    Tax and Licensing Regime

    The session detailed Kyrgyzstan’s tax policy, which includes a mix of one-time bonuses for mining rights, royalties, profit tax, and VAT. The overall effective tax burden stands between 25–30%, complemented by social and environmental levies such as waste disposal, emissions, and water usage fees. Procedures for subsoil use licensing are harmonized with those in neighbouring countries, with initiatives being considered to simplify the processes and make it more transparent.

    ESG, Transparency, and Sustainable Mining

    Kyrgyzstan’s evolving strategy strongly emphasizes environmental, social, and governance (ESG) standards, aiming to foster responsible mineral development, minimize ecological impact, ensure transparency, and maximize benefits for local communities. The new strategy promotes the deployment of advanced technologies, environmental sustainability, and transparent investment processes, aligning with best practices to attract reliable, long-term partners.

    Opportunities for International Partnership

    Kyrgyzstan welcomes active collaboration with global investors and mining enterprises, seeking to leverage modern mining technologies, improve environmental outcomes, and maximize economic benefits. The country’s critical mineral strategy is closely linked to green growth targets and broader Eurasian supply chain integration.

    Boldyn Networks and Nokia Launch Private 5G to Revolutionize Mining at Callio Pyhäjärvi

    Boldyn Networks, in collaboration with Nokia, has deployed a private 5G network at the Callio FutureMINE site in Pyhäjärvi, Finland. The project transforms one of Europe’s deepest mines into a next-generation testbed for mining innovation.

    The site, which operated as a copper mine for more than 60 years, now provides a real-world environment for technology companies to trial and validate mining equipment.

    Underground mines present some of the most extreme challenges for communications. Their depth, complex tunnel structures, and harsh conditions make reliable connectivity difficult to achieve. The Boldyn solution, powered by Nokia’s Modular Private Wireless (MPW), is designed to deliver stable, high-performance coverage across multiple underground levels and a tunnel system stretching several kilometres to depths of up to 1.5 kilometres. The network offers ultra-low latency and high bandwidth, enabling the deployment of advanced mining applications that improve safety, automation, and operational efficiency.

    The private 5G system forms the foundation of Callio’s ambition to operate as a fully automated test mine. It enables the remote control of machinery and vehicles from the surface, reducing the need for personnel in hazardous environments while maximising productivity and minimising downtime.

    Several advanced technologies are already being tested at the facility. Automation and tele-remote systems allow autonomous vehicles and equipment to be operated from above ground, supporting safer and more efficient mining. A next-generation voice communication system replaces outdated walkie-talkies with reliable mobile connectivity across all levels of the mine, enhancing coordination and response times.

    In addition, Finnish software firm Cybercube is testing digital twin and real-time positioning technology, which integrates 3D mapping with operational control. This provides continuous visibility of personnel, vehicles, and assets in environments where GPS is unavailable. Such tools improve situational awareness, evacuation planning, and overall safety management.

    The deployment demonstrates how secure, industrial-grade 5G networks can meet the unique demands of mining. By enabling automation, real-time control, and continuous communications, the Callio project showcases how next-generation connectivity can transform underground operations, making them safer, more sustainable, and more efficient.

    Presentation on the launch of the Budgeting system on the 1C: ERP platform

    As part of the Digital Transformation Program being implemented at Navoi Gold, a presentation on the launch of the budgeting functional system on the 1C: ERP platform was made.

    With the launch of the new system it is planned to perform the budgeting process more efficiently – from budgeting to its execution and evaluation. The system provides many advantages in comparison with the process of using Excel tables. Currently, 13 units of the company are already connected to the system and more than 150 budget forms and reports have been automated.

    Steps for further development of the budgeting system are planned for the period 2024-2025. These include integration with existing 1C accounting systems, cost limitation, and development of management reporting.
