    «Шубарколь Премиум» может потерять лицензию на недропользование

    Угледобывающая компания «Шубарколь Премиум» получила уведомление от Минпрома о возможном расторжении контракта. Причиной, по которой ключевой акционер компании Тимур Кулибаев может потерять лицензию, стали систематические нарушения правил пользования недрами.

    Если через месяц г-н Кулибаев не устранит нарушений и не выплатит неустойки, контракт будет расторгнут в одностороннем порядке. Общая сумма штрафов составила порядка 55,6 млн тенге, сообщает «Курсив».

    Компания «Шубарколь Премиум» не выполнила плана финансирования, который был согласован при заключении контракта. Так, в 2020 году компания инвестировала в проект 7,8 млрд тенге вместо 23,2 млрд тенге. Ликвидационный фонд недополучил более 103 млн тенге: было переведено около 45% от всей суммы.

    Кроме того, тогда АО «Шубарколь Премиум» не направило должных средств на обучение, переподготовку казахстанских сотрудников (план был выполнен только на 37,6%) и научно-исследовательские работы (65,6%). По итогам 2020 года добыли почти 1,3 млн т угля, что составляет 43,03% от плана.

    В 2021 году ситуация повторилась: предприятие «Шубарколь Премиум» не выполнило план по финансированию добычи, обучению работников и переподготовке кадров. Недостаточными оказались капитальные расходы, а косвенные затраты и вовсе были равны нулю.

    Добыча угля в 2021 году составила 1,655 млн т (47,3% от плана). В 2022 году не добыли и 1 т. За январь — август прошлого года объём добычи угля сократился на 52%.

    В связи с нарушением контракта компания «Шубарколь Премиум» должна компенсировать 50,8 млн тенге за нарушения 2020 года и 4,8 млн тенге — за 2021 год.

    Shubarkol Premium may lose its subsoil license

    The coal mining company Shubarkol Premium received a notice from the Ministry of Industry about the possible termination of the contract. The reason why the key shareholder of the company, Timur Kulibayev, may lose his license is systematic violations of the rules for the use of subsoil. 

    If after a month Mr. Kulibayev does not eliminate the violations and does not pay the penalty, the contract will be terminated unilaterally. The total amount of fines amounted to about 55.6 million tenge, Kursiv reports .

    The Shubarkol Premium company did not fulfill the financing plan that was agreed upon when concluding the contract. Thus, in 2020, the company invested 7.8 billion tenge in the project instead of 23.2 billion tenge. The liquidation fund received less than 103 million tenge: about 45% of the total amount was transferred. 

    In addition, at that time Shubarkol Premium JSC did not allocate adequate funds for training, retraining of Kazakh employees (the plan was fulfilled only by 37.6%) and research work (65.6%). At the end of 2020, almost 1.3 million tons of coal were produced, which is 43.03% of the plan. 

    In 2021, the situation repeated itself: the Shubarkol Premium enterprise did not fulfill the plan for financing production, training workers and retraining personnel. Capital expenditures turned out to be insufficient, and indirect costs were completely zero. 

    Coal production in 2021 amounted to 1.655 million tons (47.3% of the plan). In 2022, not even 1 ton was produced. In January-August last year, coal production decreased by 52%.

    In connection with the violation of the contract, the Shubarkol Premium company must compensate 50.8 million tenge for violations in 2020 and 4.8 million tenge for 2021.

    В РК запретят вывоз чёрного металлолома и нефтепродуктов

    Власти Казахстана решили ограничить вывоз отходов чёрных металлов и ряда нефтепродуктов. Законопроект разрабатывается исключительно в интересах местных предпринимателей, сообщает пресс-центр премьер-министра РК.

    Теперь нельзя будет экспортировать казахстанские отходы чёрных металлов и сплавов. В частности, упразднят перевозки через железнодорожные пропускные пункты «Жайсан», «Аксу» и «Ауыл». Эти меры были приняты, чтобы поддержать казахстанские перерабатывающие предприятия, которые сейчас сами нуждаются в сырье.

    Минпром сообщил, что за прошлый год в РК собрали около 1,9 млн т чёрного металлолома, при этом перерабатывающие предприятия нуждались для полной загрузки в 3,9 млн т. Таким образом, заводы работали не в полную силу, в среднем задействовав лишь 35% от всех мощностей.

    В РК уже запрещён экспорт некоторых продуктов переработки нефти. Власти планируют продлить ограничения ещё на шесть месяцев. В перечень «невыездных» нефтепродуктов вошли такие виды топлива, как бензин и дизель. По мнению компетентных органов, это решение принято в рамках обеспечения нацбезопасности в энергетическом секторе.

    The Republic of Kazakhstan will ban the export of ferrous scrap metal and petroleum products

    The Kazakh authorities have decided to limit the export of ferrous metal waste and a number of petroleum products. The bill is being developed exclusively in the interests of local entrepreneurs, reports the press center of the Prime Minister of the Republic of Kazakhstan. 

    Now it will be impossible to export Kazakh waste of ferrous metals and alloys. In particular, transportation through the Zhaisan, Aksu and Auyl railway checkpoints will be abolished. These measures were taken to support Kazakhstani processing enterprises, which now themselves need raw materials.

    The Ministry of Industry reported that over the past year, about 1.9 million tons of ferrous scrap metal were collected in the Republic of Kazakhstan, while processing enterprises needed 3.9 million tons to fully load. Thus, the plants did not operate at full capacity, using on average only 35% from all capacities.  

    The export of certain petroleum products is already prohibited in the Republic of Kazakhstan. The authorities plan to extend the restrictions for another six months. The list of “restricted” petroleum products includes fuels such as gasoline and diesel. According to the competent authorities, this decision was made as part of ensuring national security in the energy sector.

    In the year 2023, copper concentrate production in Armenia experienced a decline of 5.8% compared to the previous year. The RA Statistical Committee reported a total production of 289,607.9 tons of copper concentrate from January to December 2023, reflecting this decrease.

    Additionally, zinc concentrate production dropped by 17.9% to 8,161.0 tons, while molybdenum concentrate production saw an increase of 4.6% to 23,353.5 tons during the same period.

    In the metallurgy sector, ferromolibden production decreased by 15.6% to 7,738.1 tons. Conversely, steel pipe production surged by 43.4%, reaching 21,253.7 tons. However, aluminium foil production declined by 21.1%, totalling 25,669.5 tons.

    8 февраля Государственный департамент США провел первую встречу в рамках Диалога C5+1 по вопросам критически важных минералов (CMD). Эта инициатива была предложена президентом США Джо Байденом и президентами Казахстана, Кыргызской Республики, Таджикистана, Туркменистана и Узбекистана на саммите C5+1, состоявшемся 19 сентября 2023 года в Нью-Йорке.

    Целью площадки является развитие и продвижение важнейших цепочек поставок минерального сырья, которые будут способствовать устойчивому переходу к чистой энергетике и борьбе с климатическими изменениями.

    Встреча, проходившая под председательством заместителя госсекретаря по вопросам экономического роста, энергетики и окружающей среды Хосе У.Фернандеса, собрала высокопоставленных представителей всех пяти стран Центральной Азии.

    В рамках Диалога «С5+1» по критическим минералам отмечены перспективы сотрудничества в рамках инициатив «Партнерства в области безопасности полезных ископаемых» и «Партнерства в интересах глобальной инфраструктуры и инвестиций». В свою очередь, представители стран Центральной Азии выразили заинтересованность в изучении возможностей для привлечения американских инвестиций в данную сферу.

    В духе сотрудничества каждая страна-участница отметила взаимные выгоды от совместной работы над достижением общих целей в области критически важных минералов. Эти цели включают диверсификацию рынков и разработку технологий таким образом, чтобы это приносило пользу всем гражданам.

    C5+1 Dialogue on Critical Minerals with Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan

    Following the largest mining conference in Africa, Mining Indaba, where Under Secretary for Economic Growth, Energy, and the Environment Jose W. Fernandez advanced cooperation on securing and strengthening critical mineral supply chains, he chaired the C5+1 discussion on goals and objectives of the CMD, which will seek to increase the region’s involvement in global critical minerals supply chains, strengthen economic cooperation, and advance the clean energy transition, while also protecting Central Asia’s unique ecosystems.

    Assistant Secretary of State for Energy Resources Geoffrey Pyatt moderated the event, accompanied by Deputy Assistant Secretary of State for Central Asian Affairs John Mark Pommersheim and colleagues from across the U.S. government who work on critical minerals. Senior officials from each of the Central Asian governments shared their interest in developing investment opportunities in critical minerals that meet the highest environmental, and social standards, and governance.

    In the spirit of C5+1 collaboration, each country underscored the benefit of working together to advance our shared critical minerals objectives including diversification of markets and development of technologies in a manner that will benefit all our citizens. Among the initiatives discussed, the United States emphasized opportunities through the Minerals Security Partnership and Partnership for Global Infrastructure and Investment. In the lead-up to the mining and exploration convention in Toronto, Canada, called Prospectors & Developers Association of Canada (PDAC), the United States welcomed input from the C5 countries to promote new partnerships and investment opportunities and efforts to continue the dialogue through national coordinators within the C5+1 framework.

    Polymetal takes part in the Syrymbet tin project

    Polymetal is exploring the reserves of the Syrymbet tin deposit together with Tin One Mining, which holds the subsoil license for this site. The publication on inbusiness.kz reported that mining companies are strengthening cooperation.

    Tin One Mining and Polymetal specialists need to select options on how to optimize the existing technological scheme for processing the deposit’s tin ores. According to representatives of the gold mining company in response to a media request, the parties have been cooperating in this direction for more than one year.

    Polymetal may potentially acquire a share in the project in the future. Incidentally, it was precisely the issue of studying the properties of ore, the lack of suitable competencies and solutions, that at one time slowed down the development of Syrymbet.

    Proposals to develop the site first came in the late 1990s, and tin mining began only in 2021. The mining and metallurgical plant at Kazakhstan’s largest tin deposit was planned to be launched by 2025, according to Tin One Mining’s management.

    During a recent conference call with investors, held, the head of Polymetal, Vitaly Nesis, said that in the future the company may be interested in Kazakh deposits of copper, tin, lead, and zinc.

    The Lomonosovskoye iron ore deposit will be launched in 2025

    “Lomonosovskoye”, which owns the license for the similarly named iron ore deposit in the Kostanay region, will start its industrial operation in 2025. The company’s mining plan is published on the Unified Environmental Portal of Kazakhstan. Public hearings on the project will take place in early March 2024.

    The mining area belongs to a large mining region of the republic. Sarbay and Sokolovskoye deposits, Sokolovsky underground mine are located 10-20 km southeast of Lomonosovskoye, and 30 km north of it is the Kacharsky quarry.

    The company plans to conduct open-pit mining at Lomonosovskoye for 22 years. During the first five years of quarry operation, work will only be carried out in the central area. Due to the fact that the deposit is located at significant depth, in 2025-2026, the subsoil user will only engage in overburden operations without concurrent extraction.

    By the fourth year of operation, the enterprise will reach an annual ore extraction volume of 7 million tons. After the north-western part of the quarry is put into operation, the project capacity will increase to 16 million tons of iron ore per year. It is planned to maintain production at this level from the eighth to the 21st year of Lomonosovskoye’s operation.

    The project documentation of  “Lomonosovskoye” does not indicate the reserves of the deposit. Most likely, the raw materials will be processed at the company’s own ore processing plant.
