Major global players such as Canada and Australia are eager to engage in exploration activities in Kazakhstan, as preliminary estimates suggest there are over 37 million tons of copper reserves in the country. The government has allocated 5 billion tenge for the study of mineral resources this year. This surge in geological exploration is expected to attract numerous large corporations to Kazakhstan.

    Copper is particularly sought after due to its widespread use in electronics, including phones, watches, and vehicles. The development of new regions, construction projects, and infrastructure also require copper for various purposes, such as electrical wiring. From September 1, applications for exploring new areas of solid minerals will be accepted. The country has more than 1.6 million square kilometers of territory available for solid mineral exploration, including 200,000 square kilometers of new sections added in March.

    Kazakhstan is a world leader in terms of mineral resources, ranking first in tungsten reserves, second in chromium ore, fifth in lead and zinc, twelfth in copper, and fifteenth in gold. Legal reforms in 2017 created conditions to attract private investment in mineral exploration. The Subsoil Code introduced a general licensing procedure, adopted a state subsoil fund management program, reduced licensing terms, and transitioned to international reporting standards.

    Since 2018, approximately 2,000 licenses have been issued for solid mineral exploration, with junior companies accounting for over 90% of these licenses. In 2022, 5.7 billion tenge was allocated for state geological study of the subsoil.     The auction will include deposits of gold, silver, coal, bauxite, titanium, and other minerals. The purpose of the auction is to attract investments for the development of these unused deposits. Interested participants can apply until May 5, and the starting amount of the signing bonus is set at 500 monthly calculation indices, which is equivalent to 1.725 million tenge. In addition to the upcoming auction in May, the MIID plans to hold another electronic auction for around 30 more deposits of solid minerals later in the year. These deposits have been withdrawn as part of the ministry’s efforts to review and revise all unused deposits.

    MIID has launched a module for issuing licenses on a single platform, minerals.gov.kz, allowing investors to obtain exploration and production licenses online. They also have access to over 30,000 geological reports. Furthermore, the MIID is working on amendments to the Subsoil Code to automate and simplify procedures, aiming to eliminate administrative barriers and reduce the regulatory burden for subsoil users. The ministry is open to feedback from subsoil users to address the challenges they face when interacting with state regulation. This sentiment was echoed by industry experts who acknowledged Kazakhstan’s vast mineral potential but stressed the importance of allocating resources and implementing effective policies to realize its benefits.

    A New Policy for Subsoil Use

    To unlock the full potential of its mineral resources, Kazakhstan needs to adopt a new policy framework for subsoil use. The speakers at the Forum expressed the need for a consistent and predictable approach from the authorities to attract foreign investment and encourage the establishment of new mining plants and enterprises. The government’s role in creating a stable tax regime and minimizing changes to taxation policies was highlighted as crucial for building investor confidence and ensuring long-term plans.

    Efforts by the Ministry of Industry and Infrastructure Development

    The Ministry of Industry and Infrastructure Development (MIIR) has recognised the decline in the geological industry and has initiated large-scale efforts to address the situation. MIIR has developed a comprehensive concept that focuses on geo-exploration, data digitalization, and the development of scientific research and infrastructure within the geological sector. A digital map, encompassing previously inaccessible information, is planned for completion and approval by the end of 2024. These initiatives aim to enhance the state’s presence and regional study, reducing risks and improving exploration and reserve replenishment processes.

    Presidential Support and Tax Incentives

    President Kassym-Jomart Tokayev has shown keen interest in the mining industry and proposed tax incentives to encourage the development of solid mineral deposits. The current taxation system has hindered the economic feasibility and profitability of exploring and developing new deposits. By introducing tax incentives, the government aims to unlock opportunities for job creation, city growth, and overall economic advancement.

    Nikolai Radostovets, Executive Director of the Republican Association of Mining and Metallurgical Enterprises, addressed more than 500 subsoil users, investors, and experts from 224 companies and organizations representing 30 countries at the event.

    The Forum facilitated the exchange of experience between industry experts, government regulators, subsoil users, and investors. Discussions revolved around the challenges and growth drivers in the mining and geological industry in Kazakhstan and other Central Asian countries, as well as important technologies and achievements in the field of subsoil use. Radostovets emphasized the importance of implementing a “single window” principle in subsoil use, introducing amendments to the Code of the Republic of Kazakhstan “On Subsoil and Subsoil Use,” and improving the taxation system for subsoil users. He also suggested creating an Interdepartmental Commission to address issues and appeals in the field of subsoil use, with the participation of authorized state bodies and the coordinating role of the Ministry of Investment and Development of the Republic of Kazakhstan.

    By the end of the year, a package of amendments to the Subsoil Code is expected to be introduced, along with amendments to the Environmental, Water, and Land Codes. Radostovets also proposed the adoption of the international KNN assessment system to improve the taxation system for subsoil users.     The objectives of the competition are to evaluate and present the most significant projects and technologies for digitalisation of geological, mining, and metallurgical enterprises of Kazakhstan in the period from 2021 to 2023.

    The competition is aimed at the companies that implement solutions for digitalization and automation of production processes in the mining and metallurgical industry from the creation of digital cores to the construction of digital twins.

    This year, the competition was supported by Alidada and Operex.

    The projects submitted to the competition were evaluated by a competent jury.

The event organised under the theme “Managing natural resources to accelerate national development” attracted over 500 delegates, including industry experts, government officials, and business leaders from 224 companies and organisations from 30 countries.

    With more than 90 speakers and over 50 exhibitors, the Forum facilitates the exchange between industry experts, government officials, and business leaders on growth and progress drivers in the mining and geological industry in Kazakhstan and other countries of Central Asia.  

    Summary of the second day of the Forum

    The Government of Kazakhstan estimates that digital technologies could generate economic benefits in the region of twenty-five billion US dollars, with 9 billion USD in the mining sector alone.  These figures clearly show that digitalization has turned from a buzzword into an important tool for improving the efficiency of the mining industry. However, the 2017 analysis of the digitalization level of Kazakhstan’s mining enterprises revealed disappointing results. Many mining, processing, and metallurgical plants in the country date back to the Soviet era and lack modern equipment and communication networks. More than half of the mining enterprises were at the level of Industry 2.0. and had not yet reached full automation. Despite the challenges, the situation is gradually improving with the introduction of the Digital Kazakhstan state program in 2017, which aims to incorporate elements of Industry 4.0 across all sectors. Major players in the mining industry in Kazakhstan have made progress towards digitalization, with equipment ranging from 20-25% to 77-80%, enabling optimisation and automation of production processes. However, small, and medium-sized businesses still have room for improvement.

    The second day of MINEX Kazakhstan Forum begins with the 2nd Mining Goes Digital Conference featuring 18 presentations on cases and digitalisation technology that are revolutionising the mining industry in Kazakhstan.

    At the conclusion of the Conference, the Forum continues with the session on the modernisation of Kazakhstan’s geology industry which plays a critical role in achieving long-term economic development and achieving its ambitious state plans. Given the vast areas of Kazakhstan, the effectiveness of geological forecasting and exploration largely depends on the use of advanced technologies, comprehensive analysis and the high competence of specialists. In line with this, the Kazakhstan Strategy, launched by the government in 2012, identifies social, economic, and political reforms aimed at placing Kazakhstan among the top 30 global economies by 2050.

    The mainstream program of the Forum concludes with a session on Green Transformation, Climate, and ESG Management featuring 10 presentations by renowned experts and mining executives.

    The mining and metallurgical industry is one of the three largest emitters of greenhouse gases. Green transformation, climate management, and mining waste management are important for protecting the environment and promoting sustainable development. The transition to carbon neutrality will require huge investments in new products and energy technologies.

    Kazakhstan is taking steps toward promoting sustainable development and green transformation. The country has committed to reaching carbon neutrality by 2060. As part of this journey, it plans to accelerate the transition to renewable energy sources and plant two billion trees in the next five years to increase carbon absorption.  In addition, the new environmental code, effective in July 2021, makes climate change adaptation a legal norm for sectoral and regional policy planning. The 50 largest companies, accounting for 80 percent of emissions in Kazakhstan, are expected to upgrade to the best available technologies by 2025.

    At this session, experts and industry representatives discuss the changes in environmental regulatory requirements and the ESG transformation of Kazakhstan’s mining industry.

    Alongside the mainstream sessions, the Forum hosts a series of open business tracks related to the mining and geological industry, such as technologies for the optimisation of exploration of mineral and metals deposits, modernisation of production from exploration and processing, and technologies for the digitalisation of mining operations.

    The culminating event of the MINEX Kazakhstan 2023 Forum will be the recognition of the winners of MineDigital’s 2nd competition for digital transformation technologies geared towards mining and metallurgical enterprises.

    Iran Sharkhan highlighted the importance of Kazakhstan’s mineral resources and the success of the 2017 legal reform in attracting private investment in mineral exploration. The reform has led to the establishment of over 700 domestic junior companies in the industry and attracted major global players.

    On May 26, the Ministry of Industry and Industry of the Republic of Kazakhstan plans to hold a pilot electronic auction granting the right to subsoil use for the extraction of solid minerals for 25 deposits, with the goal of attracting further investment.

    Yerlan Akbarov, Chairman of the Geology Committee, presented information on the Concept for the Development of the Geological Industry of Kazakhstan until 2027, emphasizing the need for systematic measures to intensify geological exploration and outlining the main objectives of the document.

    The XIII MINEX Kazakhstan Forum aims to promote the exchange of experience and knowledge between industry experts, government regulators, subsoil users, and investors.

The project has passed all necessary approvals and the company is borrowing funds for the launch. The plant will be put into operation in October 2023, with one furnace in operation. The Karaganda silicon plant is owned by Tau-Ken Temir, a subsidiary of Tau-Ken Samruk, and has a production capacity of 23,000 tons of technical silicon per year.
