    Glencore to publish updated climate transition plan in March

    Diversified miner Glencore plans to publish an updated Climate Action Transition Plan, as well as to report on its progress against its industrial emission reduction targets and ambitions, in March.  The group on December 13 revealed that 30.25% of shareholders voted against the approval of the company’s 2022 Climate Report, while only 29.2% voted in favour of its next Climate Action Transition Plan, during the miner’s last annual general meeting (AGM) on May 26.

    The company has undertaken a review of its Climate Action Transition Plan, following the commitment made at the 2021 AGM. Glencore sought investors’ views on expected changes in the updated plan during the consultation period.

    “This process . . . has given us valuable insights into the evolution of shareholders’ views and voting approach on our progress and updated transition plan, representing a wide cross-section of shareholders who voted in different ways on these climate-related resolutions.

    “We have reflected carefully on the feedback received and will continue to engage with shareholders and other stakeholders, as well as monitor external developments. Insights from this engagement have been and will continue to be factored into our internal deliberations,” Glencore said.

    The company said its climate strategy was an important area of focus for its shareholders, and that there continued to be broad support for its climate strategy, which seeks to maintain resilience to the risks and opportunities of the evolving energy transition while maintaining focus on progressing towards the ambition of achieving a net-zero total industrial emissions footprint by 2050, assuming a supportive policy environment.

    Glencore said the principal areas of interest for its shareholders included a comparison of its targets and ambition to all relevant International Energy Agency scenarios, including net-zero scenarios; understanding progress on industrial emissions reduction between Glencore’s short-term target of 2026 and medium-term target of 2035; and integration of the recently announced acquisition of 77% of Teck’s Elk Valley Resources (EVR) steelmaking coal assets into the climate strategy.

    In response to the constructive recommendations received, Glencore said it would maintain its commitment to reducing its total industrial emissions footprint and report on progress against its targets and ambitions.

    Additionally, the company said it would update its assessment of the resilience of its portfolio and expand its analysis of its targets and ambitions against a range of climate policy scenarios.

    Glencore also said that it would address the climate-related aspects of the proposed acquisition of EVR.

    In an exploration phase that has been ongoing since 2018, Arkor has confirmed deposits of lithium carbonate as well as boron, potassium and magnesium sulfate in a mine near Lopare. As Nicolas Trend, head of the Board of Directors of Arcor points out, the site is unique in the world in terms of its size and geological structure.

    Estimates are that in the Lopare area there are deposits of 1,5 million tons of lithium carbonate equivalent, 14 million tons of boron, 35 million tons of potassium and 94 million tons of magnesium sulfate.

    Local municipality community and public are against any mining exploration so it remains to be seen how the Swiss and Canadian developers plan to overcome this situation with fierce opposition from local citizens and start further project activities. Also remains the question on how will Mercedes shareholders react on supplier ESG issues on project location.

    The total starting amount of the signing bonus for eight subsoil plots was estimated at 352.8 million tenge. It is known that for half of them the minimum requirements for the volume of geological exploration work were calculated – $11 million.

    Previously, the Ministry of Industry of the Republic emphasized that electronic trading for subsoil users will help attract investors to new projects in the mining industry, since it is more convenient for businessmen from other countries to participate in them online.

    In total, since its creation, the fund has received 158.8 billion tenge (as of December 1, 2023) from the largest companies, private charitable foundations and organizations, philanthropists and individuals.

    Sharlapaev stressed that the government has a significant interest in maintaining the enterprise, seeking to improve its performance in the areas of safety and environmental sustainability.

    In addition, the minister stated that Kazakhstan intends to strengthen its position in the European market and create favorable conditions for socially and environmentally responsible investors.

    The US House voted Monday to approve legislation that would ban the importation of enriched Russian uranium, sending the measure to the Senate where it has support but limited time for passage this year.

    The Prohibiting Russian Uranium Imports Act, which was approved by voice vote, would bar Russian uranium imports 90 days after enactment while allowing a temporary waiver until January 2028.

    Russia provided almost a quarter of the enriched uranium used to fuel America’s fleet of more than 90 commercial reactors, making it the No. 1 foreign supplier to the US last year, according to Energy Department data. Russia is also the only commercially available source of special highly enriched reactor fuel known as Haleu that is needed for a new breed of advanced nuclear reactors that are under development, according to Chris Gadomski, head nuclear analyst for BloombergNEF.

    Senators Joe Manchin of West Virginia and John Barrasso of Wyoming, the top Democrat and Republican on the Senate Energy and Natural Resources Committee, have both said they believe the measure will clear the Senate.

    “We need to ban Russia from exporting uranium to the United States,” Barrasso, the author of the Senate’s version of the measure, said in an interview last week. “There is no reason for us to have any of it.”

    Still, the bill faces a tight deadline for passage as Congress completes remaining business for the year, including assistance for Ukraine as it continues to combat the Russian invasion, before leaving for winter recess.

    BETTER PROSPECTS NEXT YEAR

    One option, according to a Senate aide, is attempting to move the House-passed measure by unanimous consent this month — a procedure that would require no objection from any of the Senate’s 100 members. That might prove difficult, however, and an alternative is moving the bill by traditional means next year, said the aide, who wasn’t authorized to speak about the legislation.

    “We think there is sufficient support for the bill in the Senate, but the hurdles have to do more with timing and process,” Timothy Fox, a vice president at research firm ClearView Energy Partners, said in an interview. “We think prospects for passage increase next year.”

    The House legislation, which expires at the end of 2040, does allow the Department of Energy to issue waivers authorizing the entire volume of Russian uranium imports allowed under export limits set in an anti-dumping agreement between the Department of Commerce and Russia through 2027. The Energy Department can issue the waivers if no alternative source of reactor fuel is found or if allowing enriched uranium imports from Russia is determined to be in the national interest, according to text of the bill.

    RECORD-HIGH COSTS POSSIBLE

    “I think they could make the determination there is no alternative,” said Jonathan Hinze, president of nuclear fuel market research firm UxC. “I’m not aware of much enriched uranium conversion to cover these significant quantities.”

    In addition, Hinze said there is a “real threat” that Russia retaliates with a unilateral export ban if the US bars imports, which could end deliveries of enriched uranium from the country immediately and render the waiver allowances moot.

    While the non-partisan Congressional Budget Office has estimated a ban on Russian uranium imports could increase nuclear-fuel costs in the US by 13%, Hinze said without waivers prices would likely be much higher, adding that a 20% jump from the current enrichment spot price of $152 per separative work unit to a record high $180 per SWU was “not out of the question.”

    Enriched uranium is measured in separative work units, or SWU, which account for the volume and enrichment density of the radioactive metal.

    “It could be a much more significant price impact at least in the near term,” Hinze said. “Markets tend to react violently to supply disruptions.”
