    At a session of the Higher Audit Chamber of the Republic of Kazakhstan, the outcomes of a state audit on the utilisation of national resources in the fields of geological exploration and subsoil use were presented.

    📊 Currently, subsoil use contributes over 20% to the nation’s GDP. Kazakhstan possesses substantial reserves of mineral resources, including chrome, iron ore, lead, zinc, copper, uranium, gold, silver and others.

    📌 However, the audit identified several systemic shortcomings in the governance of the mineral resource sector.

    Among these is the high proportion of so-called “paper” resources—estimated but unconfirmed reserves not yet integrated into the economic cycle—particularly concerning as confirmed reserves become depleted. One key factor behind the slowdown in new reserve development is the lack of adequate funding for geological research. Despite the introduction of a licensing framework for exploration rights, investment activity among subsoil users remains low.

    Auditors observed that the Ministry of Industry and Construction had failed to implement initiatives involving the digitalisation of geological data, the creation of a digital database, updating of archives and promotion of private sector engagement. A lack of modern storage facilities poses risks of damage or loss of valuable geological records.

    Due to insufficient oversight by the Committee on Geology and poor compliance by contractors, the government paid 68.2 million tenge for incomplete works related to the digitalisation of geological materials.

    The Ministry of Industry permits amendments to subsoil users’ operational programmes without requiring tax expert review, allowing companies to interpret tax rules in their own favour—potentially avoiding budgetary contributions.

    Amid growing interest in Kazakhstan’s natural resources, demand is increasing for reliable laboratories that meet international standards. The lack of sufficient accredited laboratories weakens the quality control of precious metal and raw material exports.

    Auditors documented 81 procedural violations and 16 systemic flaws.

    As a result of the review, the Higher Audit Chamber issued a set of recommendations and directives aimed at developing the country’s geological exploration and subsoil use sector. Follow-up on these measures has been placed under active monitoring.

Amid this global scramble for alternatives, Saudi Arabia has emerged not only as a credible candidate but as the most systemically capable and geopolitically neutral platform to lead the next era of global critical mineral convergence.

    Rooted in its Vision 2030 strategy, the Kingdom’s “Super Region” concept offers more than a new geographic focal point—it embodies a paradigm shift in how critical minerals are sourced, transported, refined, and distributed. By strategically positioning itself at the intersection of five major transcontinental corridors—Middle Corridor, INSTC, IMEC, Red Sea–Africa, and Pakistan–Uzbekistan—and by activating industrial clusters like Ras Al-Khair and Oxagon with green energy and AI-driven logistics, Saudi Arabia is building an unparalleled mineral value chain ecosystem.

This dominance has created a systemic risk for all importing economies, from the EU to the U.S., Japan, and India, which now face growing regulatory, security, and ESG scrutiny over their sourcing dependencies.

This industrial foundation is what gives credibility to the Super Region’s ambition to be a trusted, neutral, and high-performance alternative to China in global critical mineral supply.

    1. Institutional Firepower: Capital and Execution Capacity

    Saudi Arabia’s institutional ecosystem is unique among emerging and developed economies alike: it combines sovereign capital, integrated industrial mandates, global investment reach, and executional discipline under a unified national vision. These attributes enable the Super Region to move beyond policy declarations to tangible delivery mechanisms that link capital to infrastructure, regulation to technology, and upstream exploration to downstream industrial output.

    • Public Investment Fund (PIF): With assets under management exceeding $925 billion (as of 2025), PIF is more than a sovereign wealth fund—it is a sovereign execution arm. PIF’s mandates include direct investment into upstream mining assets, equity stakes in global refining and processing firms, and co-development of industrial infrastructure across logistics, ports, and manufacturing.     This vision is not merely theoretical. It is actively unfolding:

    • Strategic offtakes from Africa and Central Asia are being negotiated

    Kazakhstan’s mining and metallurgy sector, a key contributor to the national budget, is under mounting pressure from systemic challenges including delayed VAT refunds, growing tax burdens, and inefficient fiscal redistribution. Industry leaders warn these issues threaten the viability of aging mines and thousands of jobs.

    The sector, which contributes up to 2 trillion tenge in taxes annually, relies heavily on VAT refunds due to its export-focused operations. Although legislation allows for VAT returns on goods sold abroad at a zero rate, delays in processing and strict requirements tied to supplier compliance often result in significant cash flow disruptions.

    According to the State Revenue Committee, 1.9 trillion tenge in VAT was refunded as of mid-June 2024, with 68% going to subsoil users.     The situation is further exacerbated by the rising Mineral Extraction Tax (NDPI), which has increased by 50% for non-ferrous metals and 30% for ferrous ones since 2023. A new tax code also introduces possible further hikes if gold and silver prices reach specific thresholds. Experts say this approach, based on extraction rather than profitability, is unsustainable for mature deposits with falling ore grades and rising costs.

    In response, Kazakhstan plans to introduce a royalty-based system starting in 2027 for new mining licenses. The rates will vary by processing stage — from 13% for raw ore to 7% for finished products. While this shift aligns with international norms, AGMP argues that royalty rates must be lowered and flexibility offered to existing operators to switch voluntarily from NDPI to royalties.

    The industry also advocates for streamlined VAT administration, tax reductions for depleted deposits, and increased tax allocation to mining regions to support local development and maintain stability.

SEAS operates five VVER-440 reactors across two nuclear facilities—Bohunice and Mochovce—which collectively generate over 70% of Slovakia’s electricity.

    Officials highlighted that although Kazakhstan has not recently produced gallium, the global demand remains steady due to its essential role in electronics, semiconductors, and defense industries. Eurasian Resources Group (ERG) plans to capitalize on this opportunity, with exports to Europe expected to begin in 2026.

    The MINEX Central Asia’25 Forum took place against the backdrop of impressive economic growth in the region’s countries. Special attention was given to Uzbekistan’s achievements: over the past eight years, the country’s GDP has doubled, and it is projected to reach $200 billion by 2030. Uzbekistan’s mineral resources are estimated to be worth approximately three trillion dollars, and projects for creating full-cycle technoparks—from geological exploration to deep processing—are actively being implemented.

    The Forum participants visited the AKFA Group Industrial Technopark in Tashkent, where they learned about the integration of mineral resources into high-tech production. The Technopark brings together more than 20 high-tech manufacturing facilities operating as a single cluster. This enables control over the entire value chain and the ability to offer comprehensive solutions for various industries, including licensed production of household appliances, metal structures, heating systems, electrical products, building materials, and other high-tech products. The Technopark spans more than 350,000 square meters, making it one of the largest in Central Asia. Many of the enterprises have a full production cycle, from raw material processing to finished goods.

    The visit to the Technopark was organised to present the plans of the Forum’s strategic partner, the “Uzbekistan Technological Metals Complex ” (UzTMK), to establish two industrial parks in Uzbekistan specializing in the production of products made from rare and rare-earth metals. In addition to launching new industrial sites, UzTMK also plans to open a unique scientific and technical centre in Central Asia, dedicated to the development and implementation of innovative technologies for processing critical minerals.

    After the conclusion of the MINEX Central Asia’25 Forum, participants enjoyed a fascinating visit to the State Geological Museum of the Republic of Uzbekistan, widely recognised as one of the largest and most significant scientific and cultural institutions in the region. Established in 1926, the museum was founded based on unique collections of rocks and minerals amassed by Uzbek geologists over many years of research. Today, the museum’s collection comprises more than 50,000 exhibits, making it second only to the Beijing Geological Museum in Central Asia in terms of size.

    Since 2024, the museum has occupied a new, modern building situated next to the Ministry of Mining Industry and Geology of Uzbekistan, as well as a branch of the University of Pisa. The three-level exhibition space features interactive multimedia technologies and encompasses a broad array of topics: mineralogy, palaeontology, the geological history of the country, both ancient and modern mining industries, technological processes of mineral extraction, and contemporary research into Uzbekistan’s subsoil.

    Among the most impressive halls is the vertebrate exhibition, where visitors can view skeletons and fragments of prehistoric animals, including a dinosaur skeleton discovered near Tashkent. The main hall houses mineral collections representing nearly all elements of the periodic table. The hall dedicated to historical development reveals the geological processes that have shaped present-day Uzbekistan over the past 600 million years, while the hall of mineral resources displays ore samples from more than 2,700 of the country’s deposits.

    A particular highlight is the petrography hall, showcasing igneous, metamorphic, and sedimentary rocks, as well as a regional hall with samples collected by geologists during numerous expeditions throughout Uzbekistan. The monographic and expedition halls recount discoveries of fauna and flora made by scientists from the 1920s to the present day.

    The Geological Museum is more than a centre for education; it is a place that reveals the link between nature and the country’s economy, industry, and culture. Here, visitors can see materials that underpin the construction, metallurgical, and jewellery industries, and state-of-the-art exhibition technologies make scientific knowledge accessible to a wide audience, from schoolchildren to professional geologists.

    This visit provided both an educational and inspirational finale to the forum’s packed programme, enabling participants to acquaint themselves with Uzbekistan’s natural and scientific heritage and to appreciate the country’s potential in geology and related fields.
