    Kazakhstan Addresses Concerns Over Geological Exploration Funding

    In a recent off-site meeting in Kazakhstan, deputies, geologists, and representatives of authorized bodies convened to discuss issues pertaining to geological exploration and potential solutions. It’s worth noting that last autumn, Kazakhstan’s President Kassym-Jomart Tokayev instructed to increase the number of prospective territories for geological exploration to 2.2 million square kilometers by 2026.

    During the discussion, industry experts expressed concerns over insufficient funding for exploration activities, as reported by the AGMP press service. Recent records indicate a decline in investments in geological exploration in Kazakhstan. For instance, the value of minerals exported from the country in 2023 exceeded annual investments in exploration by six times.

    It is known that Kazakhstan’s investment in geological surveys amounts to only $8 per square kilometer, whereas Russia spends $28 on similar research areas, and Uzbekistan and the United Kingdom allocate $97 and $267 respectively.

    In light of this, Erlan Akbarov, the head of the RK Geological Committee, acknowledged that in the absence of funds to bolster efforts in exploring valuable subsoil resources, it might be necessary to reallocate finances earmarked for other purposes. According to Mr. Akbarov, a portion of the budget allocated for scientific research and experimental design work could be invested in geological exploration.

    As of today, subsoil users spend around 73 billion tenge on research and development.

    In a bid to enhance metal deposits exploration, Kazakhstan is set to employ aerogeophysical mapping technology. The regions slated for study include the East Kazakhstan Region (VKO), Abai Region, and the Northern Balkhash. The initiative, covering a cumulative area of 250,000 square kilometers, is reported by inbusiness.kz, citing statements from Andres Blanco, the CEO of Xcalibur Multiphysics, a company specializing in aerogeophysical surveys.

    Investors are anticipated to show increased interest in Kazakhstan’s geological exploration armed with geological data obtained through aerogeophysics, according to Mr. Blanco. The initial mapping phase is expected to be predominantly completed within the current year, with some tasks earmarked for 2025. At this stage, magnetic gravity technology will be employed for metal detection.

    Following the interpretation of geological data, the second phase, likely to commence thereafter, will involve the utilization of electromagnetic and gravitational reconnaissance methods.

    Japan negotiates potential investment into Ukrainian titanium industry

    In February 2024, Vitalii Koval, the Head of the Ukrainian State Property Fund, travelled to Tokyo for discussions with JICA and Toho Titanium representatives regarding potential Japanese investment in Ukraine’s titanium industry. Ukraine possesses significant heavy mineral sand mines and its titanium sponge producer, ZTMP, making it an attractive investment opportunity. Koval emphasised the need for investment and technological advancement to safeguard the industry from Russian influence. Previously, Toho Titanium had invested in titanium operations, such as a joint venture in Saudi Arabia.

    Outside of China, Japan and Russia represent the largest titanium sponge producers, however, since the start of the Russia-Ukraine war, Russian sponge production has been diminished. This is driven by a lack of access to raw material feedstocks that it used to source from Ukraine. Furthermore, the Russian titanium industry is also a large-scale producer of aerospace-grade titanium, with companies like VSMPO-Avisma producing both sponge and metal that has been supplied to Airbus and Boeing. Given that titanium demand in the aerospace sector is set to more than double its 2023 volume by 2034, and the ongoing Russian-Ukraine conflict, this investment may have the potential to develop new supply chains of titanium. This will secure titanium alloys for the aerospace industry as air travel recovers beyond its 2018 peak towards the latter half of the decade.

    Запорожский титано-магниевый комбинат, уникальное украинское предприятие по производству титановой губки, может оказаться под контролем швейцарской фирмы Interlink Metals & Chemicals AG, которая имеет тесные связи с российской государственно-частной компанией ВСМПО-АВИСМА, входящей в госкорпорацию РОСТЕХ.

    В последнее время в Украине происходит ряд событий, которые могут указывать на потенциальную угрозу национальной безопасности страны. Одним из таких событий является продажа отеля “Днипро” и смещение генерального директора ООО “Запорожский титано-магниевый комбинат” Владимира Сивака. Эти действия могут быть связаны с возможным злоупотреблением властью и служебным положением руководства Фонда госимущества Украины.

    ЗТМК традиционно является одним из наиболее лакомых украинских предприятий. С 2013 года комбинат работает как ООО, в котором у государства 51% акций, а у компании Дмитрия Фирташа – 49%. В июне 2020 года комбинат возглавил некто Сергей Лубенников, назначенный Фондом госимущества вместо смещенного Владимира Сивака. Интересно, что о новом врио генерального директора ООО “ЗТМК” не известно практически ничего, и он был назначен без необходимого в таких случаях конкурса на должность генерального директора. Помимо этого, на Запорожском титано-магниевом комбинате возникла еще одна проблема – потенциальный интерес к комбинату со стороны крупного российского государственно-частного бизнеса. Эта организация, как сообщается, действует в Украине через посредников и многочисленные компании-прокладки. Запорожский титано-магниевый комбинат (ЗТМК) может оказаться в управлении швейцарской компании Interlink Metals & Chemicals AG. Директор компании Interlink уже даже попросил об этом Офис Президента Украины, а также направил аналогичное обращение в Национальный инвестиционный совет при Президенте Украины на имя Михаила Саакашвили. Однако, как сообщается, компания Interlink, которая заявила свой интерес к ЗТМК и его продукции, имеет слишком глубокие корни и взаимосвязи с высшими эшелонами российской власти. Если внимательнее присмотреться к компании, то можно легко убедиться, что это всего лишь ширма для более влиятельных российских игроков. Таким образом, потенциальная продажа ЗТМК иностранным инвесторам может представлять собой серьезную угрозу национальной безопасности Украины.

    Russian Titanium Tycoon Tied to Rostec Aims to Seize Ukrainian Plant

    According to Ukrainian media reports, a swiss based Russian titanium trader named Dmitry Raikhelson, who has alleged connections to the state-owned Rostec corporation, is making moves to take over the Zaporizhzhia Titanium & Magnesium Plant (ZTMKP) in Russian-occupied parts of Ukraine.

    The ZTMKP is one of the largest titanium producers in Europe and a key strategic asset for Ukraine’s metallurgical industry. However, its operations have been disrupted by the ongoing Russo-Ukrainian war raging in the regions where the plant is located.

    Raikhelson controls the Swiss-based Interlink Metals & Chemical. Established in 1992, Interlink Metals & Chemicals has developed into one of the world’s largest distributors, traders and users of various titanium products. Raikhelson purportedly sees an opportunity to gain control over ZTMKP’s facilities and resources by leveraging his ties to Rostec, the massive Russian state conglomerate that owns companies across diverse sectors like defence, metallurgy and automotive.

    Ukraine’s government has accused Rostec of involvement in looting and asset-stripping Ukrainian companies in occupied territories. Taking over ZTMKP would be a major prize for Raikhelson and his Russian backers, cementing their grip over a crucial titanium supply source.

    Ukrainian officials are raising alarms about these efforts, which they view as illegal attempts to seize sovereign Ukrainian property and resources during the war. They have vowed to resist such moves and defend the integrity of strategic national assets like ZTMKP.

    The tussle over ZTMKP reflects how Russia’s invasion has turned into a broader economic conflict, with battles being waged over control of key industrial assets and resource flows in addition to territory. Ukraine will need to stay vigilant against such incursions into its corporate landscape as it fights to repel the Russian offensive on multiple fronts.

Today, however, the beneficiary of the Swiss company Interlink Metals & Chemicals AG is Igor’s 30-year-old wife, Yekaterina Astashova, while Christian Fluri serves as the nominal director of the American subsidiary, Interlink Metals & Chemicals Inc., which is headed by Joshua Raichelsen, Igor’s son.

Еще 29 июля 2022 года в посольстве Кыргызстана в Великобритании состоялась процедура обмена документов, подтверждающих процесс перехода золоторудного месторождения Кумтор от Centerra Gold в собственность Кыргызстана.В частности, послу КР в Великобритании Улану Джусупову был передан полный пакет юридических документов, включая все необходимые передаточные акты, доверенности и свидетельства для оформления полного перехода прав собственности на 100% акций компаний «Кумтор Голд Компани» и «Кумтор Оперейтинг Компани» в пользу ОАО «Кыргызалтын».В целях обеспечения непрерывной и эффективной работы рудника «Кумтор» в связи с выходом компании Centerra Gold из проекта «Кумтор» кабинет министров Кыргызстана постановил признать старый договор, действующий между сторонами, утратившим силу и одобрил пересмотренный договор.«Пересмотренный договор о продаже золота и серебра заключен между ЗАО «Кумтор Голд Компани», ОАО «Кыргызалтын» и кабинетом министров», — сообщает пресс-служба кабмина.Правительство также рекомендует всем компаниям, участвующим в этом соглашении, а также Национальному банку Кыргызстана принять необходимые меры, чтобы все шло согласно новому плану.     Kyrgyzstan has approved a revised agreement for the sale of gold and silver mined at the Kumtor gold mine. The new agreement relieves ‘Kumtor Gold Company’ from its obligations to sell precious metals to Canadian Centerra Gold. On July 29, 2022, there was a document exchange procedure at the Kyrgyz embassy in Britain to confirm the transfer of ownership of the Kumtor gold deposit from Centerra Gold to Kyrgyzstan. The full package of legal documents, including necessary transfer papers, powers of attorney, and certificates for the complete transfer of property rights over 100% of the shares of companies ‘Kumtor Gold Company’ and ‘Kumtor Operating Company’ to OAO ‘Kyrgyzaltyn’, were handed over to the Kyrgyz ambassador in Britain, Ulan Juusupov. To maintain the continuous and effective operation of the Kumtor mine with Centerra Gold leaving the project, the cabinet of ministers of Kyrgyzstan decided that the old contract between the parties had become invalid, and approved the revised contract. The press service of the cabinet announced that the new agreement was made between JSC ‘Kumtor Gold Company’, OAO ‘Kyrgyzaltyn’, and the cabinet. The government also advised all companies involved, as well as the National Bank of Kyrgyzstan, to take necessary measures to comply with the new plan. Ministries and various departments of Kyrgyzstan were also instructed to organize their work by this decision.

    Mineral resources were extracted for 9.019 billion soms in January-February 2024, according to the National Statistical Committee.

    The physical volume index made 95.7% in relation to January-December 2023.

    In February 2024, mineral resources were extracted for 4.794 billion soms.

    Production volumes of metal ores decreased by 10%, other minerals – by 7.9%. Along with this, coal production increased by 15.4%, crude oil and natural gas – by 4.4%.

    Ukraine: NGZ transferred to state management

    Mykolaiv Alumina Plant, which used to belong to Rusal, has been transferred to the management of the State Property Fund of Ukraine.

    “The nationalization of another asset of the Russian oligarch Oleg Deripaska has been completed,” the Fund said.

    Deripaska has been controlling NGZ since the early 2000s. This is one of the largest enterprises of non-ferrous metallurgy in Europe. Since 2022, its operation has been suspended.
