    Rio Tinto remains cautiously optimistic about the future of lithium, driven by increasing demand for batteries in electric vehicles, but CEO Jakob Stausholm has indicated that the company will not pursue major acquisitions in the sector. Instead, Rio Tinto plans to focus on improving lithium extraction technology, as reported by Reuters.

    While acknowledging the growth potential of lithium, Stausholm emphasized the volatile nature of the metal’s price. Despite this, Rio Tinto, known primarily as the world’s largest iron ore producer, is among the few major mining companies investing in lithium. In contrast, competitors like BHP have refrained from significant investments in the electric vehicle battery sector.

    The recent decline in demand for electric vehicles has led to a significant drop in lithium prices, with Benchmark Mineral Intelligence reporting an over 80% decrease in lithium prices over the past year. This downturn has forced many producers to halt production and cut jobs.

    Speaking at the annual Prospectors & Developers Association of Canada (PDAC) conference in Toronto, Stausholm reiterated Rio Tinto’s stance on the volatile nature of battery material prices.

    Rio Tinto’s current lithium projects include the Rincon project in Argentina, where the company plans to construct a lithium carbonate plant with an annual capacity of 3000 tons for battery production, expected to commence by the end of 2024. Additionally, Rio Tinto owns the Jadar lithium project in Serbia, although the project has faced challenges after Serbia revoked its license in 2022 due to environmental concerns.

    Stausholm also expressed optimism about decreasing inflation in Western countries, foreseeing potential cost stabilization for the company in the upcoming year.

    Сообщается, что Корейский институт геологических наук и минеральных ресурсов (KIGAM) в прошлом году обнаружил месторождение лития в Казахстане. По данным геологов, площадь месторождения составляет 1,6 квадратного километра и находится на востоке Казахстана. Институт изучал этот район с мая прошлого года по запросу правительства Казахстана, учитывая, что тантал обычно появляется вместе с литием и цезием.

    Стоимость обнаруженных ресурсов оценивается примерно в 15,7 миллиарда долларов.

    “Согласно анализу канадского агентства, содержание лития, обнаруженного в этом районе, достигло 5,3 процента. В свою очередь, литий из шахты в западной Австралии имеет содержание 2,1 процента”, – пишут в The Korea Times.

    Литий является одним из наиболее важных минералов для индустрии электромобилей и других современных производств, поскольку является главным компонентом аккумуляторов.

    KIGAM планирует подать заявку на право бурения на месторождении, чтобы в следующем году начать добычу лития. Детали компании не разглашаются.

    Напомним, в сентябре прошлого года Президент Касым-Жомарт Токаев в Послании народу заявил, что освоение залежей редких и редкоземельных металлов, по сути, превратившихся в “новую нефть”, должно стать одной из приоритетных задач для Казахстана. Страны, которые смогут реализовать свой потенциал в этой сфере, будут определять вектор технологического прогресса всего мира.

    Тогда же Глава государства поручил освободить от налогов отечественных и иностранных инвесторов в области геологической промышленности сроком на три года.

The Korean Institute of Geoscience and Mineral Resources (KIGAM) identified the deposit, covering 1.6 square kilometers, located in eastern Kazakhstan. This discovery follows research conducted by the institute since May of the previous year, initiated by the Kazakh government, considering the presence of tantalum alongside lithium and cesium in the region.

    The estimated value of the discovered lithium resources stands at approximately $15.7 billion. Notably, the lithium content in the area reaches 5.3 percent, as analyzed by a Canadian agency, surpassing that of lithium mined in Western Australia, which stands at 2.1 percent.

    Lithium holds crucial significance for the electric vehicle industry and various modern productions, being a primary component of batteries.

    KIGAM intends to secure drilling rights for the deposit to commence lithium mining operations next year. However, specific details regarding the company’s involvement remain undisclosed at present.

    Further details are currently being clarified with the Ministry of Ecology and Natural Resources.

    It’s worth recalling that in September of the preceding year, President Kassym-Jomart Tokayev highlighted in his Address to the Nation the importance of developing rare and rare-earth metal deposits, positioning them as the “new oil” and emphasizing their significance in determining the global trajectory of technological progress. As part of this vision, the Head of State instructed to grant a three-year tax exemption to both domestic and foreign investors in the geological industry sector.

    According to the announcement by the Agency for Protection and Development of Competition of the Republic of Kazakhstan, a comprehensive set of measures aimed at developing coal exchange trading in the country will be implemented in 2024. These measures include tightening requirements for exchanges and expanding access to trading.

    Until 2022, major producers of municipal coal, such as “Karazhyra” and “Shubarkol Komir,” sold it through unproductive intermediaries, accounting for up to 97% of sales volume. The subsequent resale of coal to end retail sellers with an average markup of 40-45% also became problematic.

    To overcome these intermediary schemes and ensure direct access to coal producers, a requirement was introduced in 2021 to sell a portion of the coal at exchange auctions directly to end consumers. The share of this is planned to be increased to 80%.

    In addition, the Agency intends to conduct an analysis of competition in the wholesale coal market to regulate coal sales outside exchanges and prioritize deliveries to qualified suppliers.

    Как отметили в агентстве, до 2022 года основные производители коммунального угля (“Каражыра” и “Шубарколь комир”) продавали его непродуктивным посредникам, от двух до 18 посредников в год, на долю которых приходилось до 97% объёма продаж.
    Впоследствии угольные трейдеры перепродавали муниципальный уголь конечным розничным продавцам (тупикам) со средней наценкой 40-45%.
    Чтобы устранить эти посреднические схемы и обеспечить прямой доступ к производителям угля, в 2021 году было введено требование о том, чтобы часть угля (от 10 до 50%) продавалась на биржевых торгах напрямую конечным потребителям, которые обслуживают потребление населения. В дальнейшем эту долю планируется увеличить до 80%.
    Агентство также намерено проанализировать конкуренцию на оптовом рынке угля, чтобы выявить ключевых держателей мощностей и регулировать их продажи угля (вне бирж) с точки зрения приоритетности поставок квалифицированным поставщикам.

    “Эти меры позволят стабилизировать рост цен на коммунально-бытовой уголь, сократить посреднические схемы и увеличить число поставщиков угля и конкуренцию между ними”, – говорится в сообщении агентства.

    Она охватила рассроченную выплату внутригруппового займа на 450 млн долларов бывшей материнской структуре прежнего “АрселорМиттал Темиртау”.

    При оформлении продажи “АрселорМиттал Темиртау” (АМТ) в декабре ArcelorMittal получил гарантию от неназванного казахстанского суверенного фонда по рассроченной выплате 450 млн долларов прежнего внутригруппового займа. Об этом сообщается в корпоративном отчете сталелитейной группы за 2023 год, передает inbusiness.kz.

    “ArcelorMittal и правительство Казахстана подписали предварительное соглашение о сделке по передаче права собственности Республике Казахстан, и 8 декабря 2023 года ArcelorMittal объявил о завершении продажи “АрселорМиттал Темиртау” контролируемому государством фонду прямых инвестиций Qazaqstan Investment Corporation (QIC). Согласно условиям отчета руководства о сделке, при закрытии ArcelorMittal получил возмещение в размере 286 млн долларов и еще 250 млн долларов в качестве оплаты имеющейся внутригрупповой задолженности. ArcelorMittal также получит дополнительную гарантированную суверенным фондом выплату в размере 450 млн долларов, которая будет перечислена четырьмя равными годовыми траншами в качестве погашения внутригруппового кредита”, – говорится в отчетности.

    Напомним, ранее сообщалось, что обязательства по погашению краткосрочного займа в размере 250 млн долларов и долгосрочного займа в размере 450 млн долларов в течение четырех лет возьмет на себя новый инвестор Андрей Лаврентьев, теперь контролирующий бывший АМТ под новым названием Qarmet через Qazaqstan Steel Group.

    Из отчетности ArcelorMittal неясно, о каком конкретно казахстанском суверенном фонде идет речь. Корреспондент inbusiness.kz подал запрос по электронной почте в пресс-службу “Самрук-Казына” – там сообщили, что фонд национального благосостояния здесь ни при чем.

    В пресс-службе Qazaqstan Investment Corporation пояснили, что эта “дочка” госхолдинга “Байтерек” являлась лишь агентом для проведения сделки и не принимала на себя обязательств по выплатам упомянутых долга и траншей.

    “АО Qazaqstan Investment Corporation (QIC), являющееся дочерней организацией АО “Национальный управляющий холдинг “Байтерек”, не выдавало каких-либо гарантий”, – говорится в электронном ответе пиар-отдела корпорации на запрос inbusiness.kz.

    Таким образом, здесь можно только предположить, что суверенные гарантии на 450 млн долларов могли быть выданы Нацфондом.

    В начале февраля inbusiness.kz писал, что ArcelorMittal потерял 2,4 млрд долларов на избавлении от бизнеса в Казахстане.

    In alignment with the name change, Qarmet’s focus extends to environmental sustainability, labor protection in mines, and social responsibility. Investments in new drilling rigs, modern heading combines, and gas monitoring stations underscore the commitment to improving production environments.

    Decisions have been made to introduce positioning systems at all mines, along with plans for central dispatching and mine degassing.
