    Glencore Retains 70.2% Stake in Kazakh Mining Business Amid Price Disagreement

    Glencore, the global trading company, has decided to retain its 70.2% stake in the Kazakh mining business after failing to agree on a sale price, according to “Kursiv” citing Bloomberg. Glencore has been simplifying its operations by divesting smaller or non-core assets. The decision to sell its Kazakh assets was made in early summer when Chinese buyers showed interest. This included the Vasilkovsky gold mine, managed by KazZinc.

    Potential investors were unable to meet Glencore’s price expectations, which Bloomberg estimates to be several billion dollars. As a result, the company opted not to proceed with the sale. Under existing rules, investors can acquire a part of the enterprise only if the other partner declines the purchase. The co-owner of KazZinc, Tau-Ken Samruk (holding a 29.8% stake), has not commented on the potential deal.

    KazZinc is a major producer of non-ferrous metals. According to Glencore, last year the enterprise produced 173,900 tons of zinc, an increase of 27,500 tons from the previous year. Additionally, in 2023, KazZinc produced 35,600 tons of lead, 14,800 tons of copper, and 598,000 ounces of gold.

    China Introduces New Regulations to Protect Rare Earth Supplies

    China has announced a series of new rare earth regulations aimed at securing its supplies for national security purposes. These regulations, issued by the State Council on Saturday, encompass rules on the mining, smelting, and trade of critical materials essential for products ranging from electric vehicle magnets to consumer electronics.

    According to the regulations, rare earth resources are state-owned, and the government will oversee the industry’s development. China, the world’s leading producer of rare earths, accounts for nearly 90% of global refined output. The new rules, effective from October 1, mandate the establishment of a rare earth product traceability information system. Enterprises involved in mining, smelting, separation, and export of rare earth products must maintain accurate records of product flow and enter this data into the traceability system.

    This move follows China’s introduction last year of export restrictions on germanium and gallium, crucial for the chip-making sector, citing national security concerns. Additionally, China banned the export of technology for making rare earth magnets and the extraction and separation of rare earths. These actions have raised concerns about potential supply restrictions escalating tensions with the West, particularly the United States, which accuses China of economic coercion—a claim Beijing denies.

    The regulations come at a time when the EU is set to impose provisional tariffs on Chinese electric vehicles on July 4, citing unfair state subsidies. Both sides have indicated plans for talks regarding the proposed tariffs. The EU has ambitious 2030 targets for domestic production of minerals vital for the green transition, especially rare earths, anticipating a sixfold increase in demand by 2030 and a sevenfold increase by 2050.

    In a significant step towards Germany’s renewable energy goals, Vestas and LEAG have announced a 105 MW order for the wind energy project “Forst-Briesnig II” in the Lausitz region. The project will feature 17 V162-6.2 MW wind turbines from Vestas, encompassing the supply, delivery, and commissioning of the turbines. Upon completion, Vestas will maintain the turbines under a 20-year Active Output Management 5000 (AOM 5000) service agreement, ensuring optimal performance and longevity.

    Located on a former brown coal mining site, this project marks a pivotal moment for LEAG, representing their first foray into wind energy through their subsidiary, LEAG Renewables GmbH. This initiative is part of a broader transformation of the Lausitz region into a renewable energy hub under the GigawattFactory project. “Securing the second-largest building permit for an onshore wind farm in Germany and finalizing this contract are key milestones for the successful realization of the Forst-Briesnig II wind farm,” said Dominique Guillou, CEO of LEAG Renewables GmbH.

    Jens Kück, Senior Vice President Sales Onshore of Vestas Northern and Central Europe, highlighted the project’s significance, describing it as a “lighthouse onshore wind project” that exemplifies the transition from fossil fuels to renewables. Thorsten Kramer, CEO of LEAG, emphasized the strategic importance of partnering with Vestas to advance the GigawattFactory, aiming to establish one of Germany’s largest onshore renewable energy networks.

    Tomáš David, senior executive at EP Corporate Group, the controlling shareholder of LEAG, remarked on the investment’s transformative nature, positioning it as a crucial component of their strategy to shift from conventional to sustainable power generation. Turbine delivery is expected to begin in the fourth quarter of 2025, with commissioning slated for completion by the third quarter of 2026.

    Hamburg, Karlsruhe. LevertonHELM and EnBW have successfully produced lithium carbonate with a purity of >99.5 per cent. In the joint demonstration project, EnBW initially extracted a lithium chloride solution from the thermal water of the geothermal power plant in Bruchsal, Baden-Württemberg, using direct lithium extraction (DLE). LevertonHELM, a fully owned subsidiary of German HELM AG, converted and refined this solution at its facilities in Basingstoke, UK. Thanks to its high quality, the lithium salt obtained in this way can be used directly in the production of cathode materials for batteries.

    Based on this success, EnBW and LevertonHELM have agreed now to continue their collaboration in close co-operation. The common goal is to further advance the sustainable production of battery-grade lithium carbonate and lithium hydroxide and to develop local resources for use in electromobility and energy storage.

    Dr Thomas Kölbel, expert for research and development at the EnBW Group, says: “We need energy storage technologies for the energy transition to succeed. Lithium plays a decisive role in the expansion of electromobility and renewable energies. Together with LevertonHELM, we want to tap into this resource and create a sustainable source of lithium to meet the growing demand in Germany and Europe.”

    “Projects like this are essential for the development of European resources and establishing a local production footprint of critical raw materials that will support the European Union’s energy transition. The combination of EnBW’s experience in DLE and geothermal power generation and LevertonHELM’s lithium processing expertise is a strong asset to accelerate progress in this field”, says Bart Vanden Bossche, Commercial Director at LevertonHELM.

    “This project is a great opportunity for HELM to further strengthen its presence and participation in the European lithium-ion battery supply chain. We are making significant efforts to further develop our lithium processing capabilities in order to actively contribute to decreasing Europe’s dependence on lithium import”, comments Stephen Elgueta Wallis, Vice President Energy Materials at HELM.

    “The water that we extract at the Bruchsal geothermal power plant has a remarkably high lithium content.     АО «Навоийский горно-металлургический комбинат» получил первый в своей истории кредитный рейтинг от агентства S&P Global Ratings. Компании присвоен долгосрочный кредитный рейтинг «BB-» с прогнозом «Стабильный», что соответствует суверенному кредитному рейтингу Узбекистана.

    В рамках рейтинговой оценки, агентство S&P Global Ratings одновременно произвело оценку характеристик собственной кредитоспособности (SACP) Компании на уровне «bb+», это самый высокий уровень, который когда-либо присваивался предприятиям из Республики Узбекистана.

    Согласно релизу рейтингового агентства S&P Global Ratings: «АО «Навоийский горно-металлургический комбинат», расположенный в Республике Узбекистан, является четвертым по величине производителем золота в мире с объемом производства 2,9 млн унций по итогам 2023 года, выгодно отличаясь низкой себестоимостью производства и богатой ресурсной базой, а также консервативными показателями долговой нагрузки: денежный поток от операционной деятельности до изменений в оборотном капитале (FFO) к долгу стабильно превышает 60%».

    На конец 2023 года общие денежные затраты (TCC) НГМК составили 745 долларов США на унцию золота, что является одним из самых низких показателей среди компаний, оцениваемых рейтинговым агентством. S&P Global Ratings ожидает, что при благоприятных ценах на золото НГМК будет демонстрировать высокие операционные и финансовые показатели в ближайшие годы.

    Комментируя релиз S&P Global Ratings, Первый заместитель генерального директора по трансформации Е.А. Антонов отметил:

    Navoi Gold Receives International Credit Rating from S&P Global Ratings

    NMMC (JSC Navoi Mining and Metallurgical Company) has received its first credit rating from S&P Global Ratings. The Company was assigned a long-term credit rating of ‘BB-’ with an outlook of ‘Stable’, which aligns with Uzbekistan’s sovereign credit rating.

    As part of the rating process, S&P Global Ratings simultaneously assessed the Company’s stand-alone credit profile (SACP) at ‘bb+’, the highest grade ever assigned to a company from Uzbekistan.

    According to a release by S&P Global Ratings, “Uzbekistan-based Navoi Mining and Metallurgical Co. (NMMC) is the world’s fourth-largest gold producer with 2.9 million ounces (moz) of output in 2023, benefiting from the low cost of production and vast reserves, as well as conservative leverage metrics with funds from operations (FFO) to debt consistently above 60%”.

    At the end of 2023, the total cash cost (TCC) of NMMC amounted to $745 per ounce of gold, one of the lowest among companies S&P Global Ratings has evaluated. S&P Global Ratings expects that with favourable gold prices, NMMC will demonstrate high operational and financial performance in the years to come.

    Commenting on the S&P Global Ratings release, Evgeny Antonov, First Deputy CEO for Transformation, said:

    Glencore отказалась от планов по продаже своей доли в «Казцинке»

    Швейцарский трейдер Glencore Plc отказался от планов продать 70%-ную долю в казахстанской горнодобывающей компании «Казцинк» после того, как потенциальные покупатели не смогли адекватно оценить ее стоимость, сообщили Bloomberg источники, знакомые с ситуацией.

    По данным издания, Glencore рассматривала возможность выхода из казахстанского бизнеса, в котором ей принадлежит 70,2%, на фоне интереса со стороны китайских покупателей. По словам источников агентства, компания направила письмо о расторжении контракта потенциальным покупателям. Представитель Glencore от комментариев отказался.

    «Казцинк» владеет разветвленной сетью шахт, обогатительных фабрик и заводов по обработке металла по всему Казахстану, которые позволяют заниматься как добычей руды, так и производством готового металлического цинка и изделий из него. Компания была создана в 1997 году в результате слияния трех основных компаний по производству цветных металлов в Восточном Казахстане.

    Главный исполнительный директор Glencore Гэри Нэгл продолжил стратегию своего предшественника, направленную на упрощение бизнеса путем продажи небольших или более сложных активов. Компания уже продала цинковые активы в Перу и некоторые из своих небольших медных производств.

    Цены на цинк выросли в этом году на фоне ограниченных поставок, но долгосрочные перспективы омрачены высокой долей этого металла в строительном секторе, который испытывает трудности. Предыдущая сделка по продаже актива была отменена более семи лет назад.

    По словам собеседников агентства, золотодобывающий рудник и основные цинковые предприятия «Казцинка» могли быть проданы отдельным покупателям или одной стороне. Издание отмечало, что 70%-ная доля может быть оценена в несколько миллиардов долларов.

    «Казцинк» – одно из крупнейших предприятий цветной металлургии Казахстана, выполняет полный цикл работ по производству цинка, свинца, меди, золота и серебра в слитках, начиная с добычи руды до выпуска рафинированного металла. В частности, компания является крупнейшим производителем золота в стране.

    В состав предприятия входят пять заводов. Головной офис находится в Усть-Каменогорске. Основным участником компании является швейцарский трейдер Glencore (занимает 21-е место в рейтинге крупнейших компаний мира Fortune Global 500). Остальная доля (29,8%) принадлежит нацкомпании «Тау-Кен Самрук» («дочка» «Самрук-Казыны»).

    Согласно годовому отчету Glencore, производство цинка в «Казцинке» выросло в 2023 году на 27,5 тыс. тонн – до 173,9 тыс. тонн, в то время как производство свинца составило 35,6 тыс. тонн, меди – 14,8 тыс. тонн, золота – 598 тыс. унций. Вместе с тем, по действующим правилам, Glencore может предложить свою долю сторонним инвесторам только в случае отказа от своего приоритетного права покупки второго партнера по «Казцинку» — «Тау-Кен Самрук». Последняя никак не комментировала возможную сделку.

    Вторая по добыче золота в Казахстане компания Solidcore Resources plc (ранее Polymetal International plc) не получала предложений о покупке каких-либо активов крупнейшего производителя золота в стране — «Казцинка», но обещала рассмотреть их при поступлении, сообщил в начале июня главный исполнительный директор компании Виталий Несис.

    German investment firm Deutsche Balaton (DB) announced on Tuesday that it has slightly increased its equity stake in Skeena Resources (TSX: SKE) by acquiring 10,500 shares at an average price of C$7.049143 per share. The newly acquired shares represent 0.1% of Skeena’s outstanding shares, raising DB’s total holdings to approximately 10.9 million shares, which equates to 10.25% of the Canadian miner’s share capital.

    Shares of Skeena Resources reached a 52-week high of C$7.67 late in the afternoon, closing 4.2% higher at C$7.65 per share, giving the company a market capitalization of C$694.6 million.

    This development comes on the heels of Skeena’s recent announcement of a $750 million financing package for the Eskay Creek mine project in British Columbia’s Golden Triangle. This funding is set to provide the financial flexibility needed to restart what was once the highest-grade gold mine in the world. The restart is planned for 2027, with an anticipated annual production of 320,000 oz. gold over a 12-year mine life. According to a definitive feasibility study, the open-pit mine has an after-tax net present value (at a 5% discount rate) of C$2 billion and an after-tax internal rate of return of 43%.

    Угледобывающая компания «Каражыра», совладельцами которой являются Эдуард Огай (13-е место в списке Forbes Казахстана с капиталом $800 млн) и Владимир Джуманбаев (25-е место с капиталом $365 млн), сообщила о чистой прибыли в размере 3,1 млрд тенге в 2023 году, по сравнению с 9,3 млрд тенге в 2022 году. Согласно аудированной финансовой отчетности, совокупные активы «Каражыра» увеличились до 67,8 млрд тенге на конец 2023 года, по сравнению с 64,1 млрд тенге годом ранее, а капитал вырос до 18 млрд тенге с 14,6 млрд тенге в 2022 году. Балансовая стоимость одной акции выросла до 16 243 тенге с 13 888 тенге на конец 2022 года.

    Доходы от реализации продукции составили 58,4 млрд тенге в 2023 году по сравнению с 57 млрд тенге в 2022 году. В то же время себестоимость реализации выросла до 42,3 млрд тенге с 35,1 млрд тенге в 2022 году, что привело к снижению чистой прибыли до 3,1 млрд тенге в 2023 году по сравнению с 9,3 млрд тенге в 2022 году. «Каражыра» выручила 58,4 млрд тенге от продажи угля в 2023 году (по сравнению с 57 млрд тенге в 2022 году и 48,3 млрд тенге в 2021 году), причем основная часть была продана в Казахстане (45,1 млрд тенге). Компания также поставляла уголь в Россию, Кыргызстан, Швейцарию, Молдову и Узбекистан.

Активы «Каражыра», включая здания и оборудование общей стоимостью 5,5 млрд тенге, служат залогом по займам группы. Компания также продлила срок возврата займа на сумму $20 млн до декабря 2024 года.     The coal mining company Karazhira, co-owned by Eduard Ogay (ranked 13th by Kazakhstan’s Forbes with a capital of $800 million) and Vladimir Dzhumanbayev (ranked 25th with $365 million), reported a net profit of 3.1 billion tenge in 2023, down from 9.3 billion tenge in 2022. According to the audited financial statements, Karazhira’s total assetsincreased to 67.8 billion tenge by the end of 2023, up from 64.1 billion tenge the previous year, and its capital rose to 18 billion tenge from 14.6 billion tenge in 2022. The balance sheet value of a single share climbed to 16,243 tenge from 13,888 tenge at the end of 2022.

    Revenue from product sales amounted to 58.4 billion tenge in 2023, compared to 57 billion tenge in 2022. However, the cost of sales increased to 42.3 billion tenge from 35.1 billion tenge in 2022, resulting in a net profit decrease to 3.1 billion tenge for 2023, down from 9.3 billion tenge in 2022. Karazhira earned 58.4 billion tenge from coal sales in 2023 (compared to 57 billion tenge in 2022 and 48.3 billion tenge in 2021), with the majority sold within Kazakhstan (45.1 billion tenge). The company also supplied coal to Russia, Kyrgyzstan, Switzerland, Moldova, and Uzbekistan.

    The auditor noted the company’s dependence on a few key buyers, which accounted for 66% of group revenue in 2023, up from 64% in 2022, highlighting potential risks if these buyers are lost. The credit risk for loans issued to Kyrgyzstan was evaluated at 100%, leading to a reserve being established. Additionally, expenses for the write-off of burnt coal increased to 790.1 million tenge in 2023 from 528.4 million tenge in 2022.

    Key executive compensation dropped to 73.4 million tenge in 2023 from 119.1 million tenge in 2022, and the company reduced its workforce to 845 from 918 in 2022. Karazhira’s assets, including buildings and equipment valued at 5.5 billion tenge, are used as collateral for group loans. The company also extended the repayment of a $20 million loan until December 2024. The main shareholders as of April 1 are Vladislav Ogay, Elina Ogay, Eduard Ogay, Vladimir Dzhumanbayev, and Yerlan Nigmatulin. Karazhira paid 9.9 billion tenge in dividends in 2022 but none in 2023.

    In October 2021, Karazhira issued 20 million bonds at 1,000 tenge each with an annual interest rate of 14%, paying out 2.8 billion tenge in interest in both 2023 and 2022. As of the end of 2023, the company held loans from Altyn Bank and Bank CenterCredit, with various interest rates and maturities in 2024, totaling several billion tenge.
