Mining operations can have significant environmental impacts, including habitat destruction, water pollution, and greenhouse gas emissions. As such, it is vital that these operations are carried out responsibly, with robust environmental protections in place. Additionally, developing these resources will require substantial investment in infrastructure, skills, and technology. This includes not only the mining operations but also the downstream industries needed to process and refine these minerals. NET ZERO MINING AND ENERGY TRANSITION AGENDA The EU has recently unveiled its Net-Zero Industry Act and Critical Raw Materials Act as part of its Green Deal Industrial Plan, aimed at ensuring that the EU can compete with the US and China in making clean tech products and accessing raw materials. In line with this, the EU has set a target of producing at least 40% of the products it needs for “net-zero” technologies, such as solar power or fuel cells, by 2030. About €23 trillion of this investment would come from redirecting investments that would otherwise have funded carbon-intensive technologies. This amounts to roughly 25% of the annual GDP of the EU. The Mining and Metals industry would need to take decisive action to achieve the EU’s climate goals, and stakeholders would need to address several hurdles to accelerate the transition. To meet climate targets, the industry must develop and commercialise new low-CO2 technologies within the next 5-10 years.

The 14th Mining and Exploration Forum MINEX Kazakhstan was held on 17-18 April 2024 in Astana. Reflecting current priorities and trends in Kazakhstan, the Forum was organised under the central theme "Sustainable development of the mining industry for the benefit of society and the environment". The Forum and Exhibition brought together more than 1500 mining industry professionals and investors. The Forum was attended by more than 450 executives from 235 companies and organisations from Kazakhstan and 32 countries in Europe, Central Asia, North and Latin America, Africa, Southeast Asia, the Middle East and Australasia. At the trade show more than 50 Kazakhstani and international companies exhibited advanced technologies for exploration, production and processing of minerals. The trade show was visited by about 1000 specialists from Kazakhstan and overseas. Compared to the previous year, the number and qualitative composition of the forum participants have changed. In 2024, the Forum registered a record number of foreign investors interested in securing exploration licenses and developing deposits of precious metals, copper, coal, lithium and uranium, as well as rare and rare-earth metals. Kazakhstan’s mining and metallurgical industry stands at a pivotal juncture, where attracting foreign investment and embracing cutting-edge technologies are paramount for sustaining its competitive edge. Currently, a significant portion of mined metals in Kazakhstan undergoes processing outside the country. To address this, the “Kazcontent 2.0″ initiative has been introduced, focusing on localising production, cultivating industrial hubs, and establishing technology parks. The Kazakh government plans to revise laws to increase metal ore processing from under 20% to 50% by 2036. This strategy is expected to invigorate the manufacturing sector, decrease raw material and primary metal exports, and enhance revenue from higher-value products. The plenary session will highlight the Kazakh Government’s, investors’, and subsoil users’ strategies for enhancing local production capacities, particularly in electronics, automotive, polymers, electric batteries, and other components. This approach is intended to foster local industrial growth and create higher-value products by processing mineral raw materials within the country.

Казахстанское правительство предлагает изменить действующее законодательство так, чтобы довести переработку металлических руд с менее чем 20% до 50% к 2036 году. Такая мера по мнению разработчиков даст импульс обрабатывающей отрасли и снизит объемы вывоза сырья и первичных металлов. Открытие новых месторождений и рудообразований является важным инструментом для привлечения в страну новых инвестиций. По планам правительства к 2026 году площадь изученных с точки зрения геологии земель в Казахстане должна увеличиться до 2 млн квадратных километров. Одним из приоритетов должен стать поиск редких и редкоземельных металлов. При этом по мнению многих экспертов геологическое законодательство, принятое в 2018 году, так и не заработало в полной мере. Руководство страны инициирует экстренные меры по модернизации системы управления горнорудным сектором. Другим ресурсом прироста являются техногенные минеральные образования (ТМО). Для стимулирования развития геолого-поисковых работ и переработку ТМО правительство синхронизирует отраслевое и налоговое законодательство.

The project aims to generate a modern, pre-competitive geophysics dataset to attract private investment in Kazakhstan's geological exploration efforts. When asked about the company's plans for listing on a stock exchange, Antonov explained that it is up to the company's shareholder, which is currently 100% owned by the state, to decide if and when Navoi Gold will become a listed company. However, the company is taking steps to make sure they are fully ready for such a decision, including implementing IFRS reporting standards and recalculating their resource base according to international standards. Navoi Gold's growth plans are aligned with the state's plans to grow the economy by 2030, and the company feels a strong sense of responsibility to contribute to the growth of the Uzbekistan’s economy.
